Pennsylvania has instituted new laws known as ACT 15 that we must comply with for all volunteers. Your paperwork must be completed prior to your taking part in our program as a Manager, Coach, Board Member, etc. All the information is found here:

PA Background Screening Requirements

Please do not shoot the messenger. The PA Legislature enacted Act 153 of 2014, and recently amended it making some minor changes. So in addition to the Little League screening requirements, all volunteers will be required to obtain three additional screenings and present them to the assignor in order to be eligible to participate in activities involving youth teams. You will need to provide the piece of paper for each one with the results – these will be kept on file with the league.

The screenings are not something we can avoid. For officials in the Atlantic District the Assignor is responsible to insure compliance. For youth sports organization it is the Head Coach. Failure to enforce the requirements will result in criminal prosecution. For more information visit http://keepkidssafe.pa.gov/. Please note that on the fingerprint report, if you have lived in PA for over ten (10) years, as a volunteer, you can submit the affidavit as well in place of the fingerprinting results.

PA ACT 15 requirements

On July 1, 2015, the Commonwealth of Pennsylvania placed into law, Act 15 of 2015 (which amended Act 153 of 2014) and established various screening and background check requirements for those persons who are “responsible for a child’s welfare or have direct and routine contact with children”. This Act applies to academic institutions, childcare programs as well as youth sports programs, teams and associations.

1) For the those programs, associations, and leagues within the Commonwealth of Pennsylvania, which utilize paid or volunteer individuals, including but not limited to; coaches, game officials, team managers, trainers, locker room attendants and other persons having direct contact with minor children through their involvement with youth activities are compelled to verify that their volunteers and employees comply with the screening requirements in Pennsylvania Act 15.

2) In order to comply with the new Pennsylvania Law; volunteers shall submit to PA State Police Screening, Pennsylvania Child Abuse History and FBI Criminal History.
