PITCHING GUIDELINES
League

If a player pitches 66
or more pitches in a day, four (4) calendar days of rest must be observed.
·
If a player pitches
51-65 pitches in a day, three (3) calendar days of rest must be observed.
·
If a player pitches
36-50 pitches in a day, two (2) calendar days of rest must be observed.
·
If a player pitches
21-35 pitches in a day, one (1) calendar days of rest must be observed.
·
If a player pitches
1-20 pitches in a day, no (0) calendar day of rest is required.
(NOTE: There is no
limit to the number of pitchers a team may use in a game.)
Note 1: A
pitcher who delivers 41 or more pitches in a game cannot play the position of
catcher for the remainder of that day.
Note 2: Any
player who has played the position of catcher in four or more innings in a game
is not eligible to pitch on that calendar day.
The Strike Zone of the
designated Plate Umpire is solely at the discretion of that Plate Umpire;
managers, coaches, players, parents, board members and spectators are not
allowed to protest nor heckle a Plate Umpire for his strike zone.
MANAGER & COACHES
Only 1 Manager & 2 Coaches allowed in dugout area
during game time.
EJECTION PENALTIES
1st Ejection 1 game suspension
2nd Ejection 3 game suspension
3rd Ejection permanent
removal from team as Manager/Coach/Player.
Game
Times:
Every effort shall be made to start a game on
time. The Board Member on Duty shall ensure games start at the scheduled time.
FARM: No new inning after 1
hour and 30 minutes. Must complete last inning. Home plate is open meaning a
player can steal home on a passed ball or an attempt by any defensive player to
throw out a runner. A player cannot steal home on a throw or over throw back to
the pitcher. There will be a 5 run rule per half inning. There is NO drop dead
time limit.
MINORS: No new inning after 1
hour 45 minutes. Must complete the last inning. There will be a 5 run rule per
half inning. Umpire may call last inning as open; solely umpire discretion and
not that of the managers/coaches. There is NO drop dead time limit.
MAJORS: No new inning after 2
hours. Must complete last inning. There will be a 10 run rule per half inning.
If an offensive team attains 10 runs during their offensive inning, the half
inning will end. There is NO drop dead time limit.
1.The
10 run mercy rule is in effect after 4 complete innings.
2.If both teams desire to continue playing, no
score will be kept beyond the mercy point. PITCHING STATS will count. Final
score is at time of the mercy.
All protests shall be
handled in accordance with the Little League Baseball/Softball Official
Regulations, Playing Rules and Policies book. In accordance with this rule book, all protests will be resolved BEFORE
NEXT PITCH in Farm, Minor, Major Baseball and Minor, Major Softball.
Protest Committee for Farm and Minors shall be the Board Member on Duty and one
parent from each team. If Board Member on Duty is affiliated with either team,
they will abstain and a call will be placed to the UIC to vote in their place.
This decision will be FINAL.
A dress code will be
enforced for any and all managers; coaches, and any other adult assisting
during a practice, game, and in the dugout. Provocative clothing and/or
lewd graphics on clothing will not be permitted. Please cover-up
appropriate body parts that should not be partially or fully exposed to minor
children. All footwear must be completely closed (i.e. tennis shoes).
Snack Bar volunteers must adhere to the same dress code regarding footwear
above; as per California’s Health Code statues.
POINT SYSTEM FOR LEAGUE STANDINGS
Two (2) points shall be awarded to the winning
team of each game. One (1) point shall be awarded to each team for a tie. Zero
(0) points shall be awarded for a loss. The team with the most accumulated
points at the end of the regular season shall be awarded 1st place. In the
event there is a tie for points at the end of the regular season, the tie
breaker shall be as follows:
1.
Most wins
2.
Head to Head
3.
Runs allowed (head to head total of the two tied teams)
4.
Runs Scored (head to head total of the two tied teams)
Note: If a game has been determined
complete by either time, or innings played, and the game is still tied, the
game is COMPLETE/OVER. Instead each team shall be awarded 1 point toward
the final standings.
Games tied after 6 innings (7 for
JR/SR) can go into extra innings if there is time left on the clock. Games tied
once time expires shall not be
replayed or continued and each team shall be awarded 1 point.
If a game is tied and there is no
game scheduled afterward and curfew rules permit, the game can continue until a
winner is determined. All curfew rules must be abided by.
Majors and Higher Divisions, games
tied after 4 complete innings (5 for JR/SR) and have been called due to time or
weather constraints shall not be
replayed or continued, each team is awarded 1 point.
Weather/Time Suspended games (not
regulation) shall be rescheduled within 14 days after the suspension and shall
be made up in the order of suspension. Suspended games shall not be scheduled on Easter/Memorial
weekends and Mother’s Day.
GAMES SHALL NOT BE RESCHEDULED FOR
ANY REASON. ONLY EXCEPTIONS ARE SAFE PLAYING CONDITION OF THE FIELD OR
INCLEMENT WEATHER.
Any player missing 7 or more
consecutive days shall be reported to the PA by the team
Manager. The PA shall notify the
parents and VP.
Any player injured (practice, game, home,
etc.) shall be reported to the PA by the team
Manager and shall require a note
from a medical provider in order to return to practice or game.
Pool play shall be allowed in Farm/Minor/Major/Junior Baseball
and all Softball Divisions only in strict accordance with the Guidelines of the
Little League rule book. Pool players playing for a team other than their own shall not pitch in those games and
shall be placed at the end of the batting order.
If a Manager has less than 9 players
for a game and the PA has set up a pool players list, Manager must contact the
PA for the division and request the number of players needed to make 9. Once
the PA has confirmation a pool player is going to the game, the PA is to call
the Manager and advise who the player is. A pool player’s minimum playing time
is 9 defensive outs and 1 at bat. If one of the regular season players shows
up, they must enter the game an meet the minimum play time. Opposing
Managers/Coaches and Umpires must be notified of the pool player’s attendance
prior to the start of the game. *Note: Pool play or replacement players are not
allowed at Tournament of Champions or All Star tournament games.
Drop third strike shall be in effect
for the following divisions: Sr. Softball, Major Softball and Major Baseball.
Drop third strike will not be
permitted for Minor baseball, Minor softball and Farm Divisions.
