CALIFORNIA DISTRICT 3 TOURNAMENT OF CHAMPIONS

Welcome and Congratulations on representing your league in the District 3 TOC.

Every team must carry the following documents to every game

  1. Team Roster signed by the League President

    Team Rosters need to have the following information on them:

    Player’s First, Last Name, address, league age, birth date

    Manager and Coaches’ First and Last Names address, and Contact phone number

    All Managers and Coaches must carry a League ID (must be signed by the League President) and supported with a government ID upon request.

    ONLY MANAGERS AND COACHES LISTED ON THE TEAM ROSTER AND CARRYING A LEAGUE ID WILL BE PERMITTED ON THE FIELD PRIOR TO THE GAME AND IN THE DUGOUT DURING THE GAME.

  2. Pitch Count Data Sheet (Log) (see attached) To be submitted to Host League scorekeeper at beginning of game, signed at end of each game by Tournament Director and Manager and carried to next game by team for pitch count verification purposes.
  3. Medical Release Forms for every player on the roster.
  4. HeadsUp Coach Completion Certificates: All teams must carry original copies of the HeadsUp Course Completion Certificate, for all Managers and Coaches taken in the current year (2022).   5. Parent/Player signed Concussion Information Sheet: There must be one (signed by player and parent)Parent/Player signed Concussion Information Sheet (2 pages) for every player on the team. See below link: https://www.cdc.gov/headsup/pdfs/youthsports/Parent_Athlete_Info_Sheet-a.pdf

Team(s) MAY NOT ADD PLAYERS to fill the roster (even if some players have departed for vacation or are out due to injury.)

POOL PLAYERS ARE NOT ALLOWED.  Any violation of this District 3 rule will result in the immediate expulsion of the team that has added players.

DISTRICT 3 TOC RULES

The District TOC will be played by District 3 TOC rules, and Little League Rules and Regulations.

NO LOCAL RULES APPLY DURING TOC. Little League ‘Tournament Rules’ DO NOT APPLY

There is no batting practice at any game site prior to the game or in a batting cage at a game site.

Batting practice defined:

Any player swinging a bat at a ball of any type or description or a bat stick, this also includes, but not limited to Soft Toss and or Pepper.

Game site: any area adjacent or within view of the game field.

ALL fields are considered neutral.  A coin toss determines Home or Visitor. Home Team shall use 1st base dugout, Visitor Team 3rd base dugout.

Attire: Managers and coaches will be required to wear a collared shirt, and it will be required to be tucked in.  Long pants (no sweat or warm-up pants) or solid color shorts with hems are required.  Team hats will be required on the players, manager and coaches.  No open-toe shoes or sandals will be allowed. Any manager or coach not following the District dress code will not be allowed on the field during the game. The manager or coach will be allowed in the dugout provided he/she meets all other tournament requirements.

Cell phone use is not permitted on the playing field or in the dugouts during games. Cell phone use defined – making or receiving a call or sending or receiving a text message. Also prohibited are electronic communications, i.e. Skype, email, Snapchat, etc. or any other phone app that permits one to receive and send while on the field and/or video communications. Use of Game Changer or like app is ok.

Violation: The manager and or coach or player will be ejected from the game.

Exception: If the manager or coach is an on-call doctor or other emergency staff – cell phone use is permitted – If you are on-call doctor or emergency staff you must declare this to the UIC prior to the start of the game.

Managers, Coaches and Players are not permitted to chew gum or sunflower seeds on the playing field.

TEN RUN RULE WILL APPLY TO ALL TOC GAMES.

Majors: Drop third strike rule is in effect.

Juniors and Little League (Majors) and Minors will use continuous batting order. MANDATORY PLAY: Every player on the team roster shall participate in each game for a minimum of six (6) defensive outs.

EXCEPTION: IF A TEAM HAS 10 OR FEWER PLAYERS AT THE GAME THEN RULE 3.03 WILL BE IN EFFECT FOR THE ENTIRE GAME FOR BOTH TEAMS

Failure to meet mandatory play requirements in this rule is a basis for a protest, if one or more players on the roster do not meet this requirement; it shall result in forfeiture of the game (by the authority of District 3).

Note: The District reserves the right to impose penalties to the Manager or Coach(es) for violation of the mandatory play rule.

PROTEST PROCEDURE: PLAYING RULES

  1. A FORMAL VERBAL PROTEST MUST BE MADE TO THE UMPIRE IN CHIEF (UIC)
  2. THE UIC WILL MEET WITH THE OTHER UMPIRES.
  3. IF THE PROTEST CANNOT BE RESOLVED TO THE SATISFATION OF THE MANAGER ON THE FIELD, THE UIC AND TOURNAMENT DIRECTOR AND BOTH MANAGERS WILL BE PRESENT WHEN CONTACTING THE DISTRICT ADMINSTRATOR – THE DECISION OF THE DISTRICT ADMINISTRATOR SHALL BE FINAL AND BINDING.
  4. DURING THIS PROCESS, BOTH TEAMS WILL RETURN TO THEIR DUGOUTS.

Violations of District Tournament Rules, Little League Rules or Regulations are subject to the decision of District Administrator, and shall be final and binding.

TEAMS

Managers, Coaches, and players may be at the game site no earlier than one (1) hour fifteen (15) minutes or later than one (1) hour before game time to toss a coin for Home or Visitors.  If a Manager, Coach of a team isn’t at the site by one (1) hour before game time, the other team will have the choice of Home or Visitors. Home team will occupy the first base dugout. 

Teams need to bring to ALL TOC games the following:

ONE DOZEN BASEBALLS – (THE HOST LEAGUE DOES NOT PROVIDE BASEBALLS-BASEBALLS CAN EITHER BE ‘RST’OR ‘RS’

  • 7 BATTING HELMETS
  • 2 SETS OF CATCHERS EQUIPMENT (HELMETS MUST HAVE DANGLING THROAT GUARD)
  • PLAYERS MUST WEAR ATHLETIC SUPPORTERS
  • EXTRA UNIFORM JERSEY

45 MINUTES PRIOR TO GAME TIME HOME TEAM WILL TAKE INFIELD

30 MINUTES PRIOR TO GAME TIME VISITORS WILL TAKE INFIELD.

15 MINUTES PRIOR TO GAME TIME – MANAGER AND ONE PLAYER FROM EACH TEAM WILL MEET WITH UMPIRES AND TOURNAMENT DIRECTOR TO GO OVER GROUND RULES AND EXCHANGE TEAM LINE UPS (4 PART NCR FORMS ARE RECOMMENDED)

HOST LEAGUE

Tournament Directors are to assure that teams follow District TOC rules and Little League Rules and Regulations. Any violations of these rules or regulations are to be reported to the District Administrator.   NANCY MILLER – CELL 415-342-1209   EMAIL: [email protected]

The Host League will have the following at every game:

  • Medical kit and/or medical staff.
  • Phone or Cell phone.
  • One dozen baseballs either “RS” or “RST”.
  • 7 batting helmets
  • Catcher’s gear (Catcher Helmets must have dangling throat guard)

Host league shall open Concession Stand 45 minutes prior to games.

Official pitching records must be in hard copy and signed by Tournament Director and Manager and carried by each team from game to game. (see attached form)

TOURNAMENT DIRECTORS: AFTER EACH GAME PLEASE CALL or Text SCORE INTO THE DISTRICT ADMINISTRATOR, NANCY MILLER CELL 415-342-1209  Be sure to identify the Game Location and Division, and names and scores of both teams.

OPENING CEREMONY

Make sure the National Anthem is played and the Little League Pledge is recited.  Before playing the National Anthem, ask the players to remove their hats.  When reciting the Little League Pledge, ask the players to repeat after you.  Allow players time to repeat the line before going on to the next line.

The following announcement should be made as the players take the field to start the game:

Ladies and gentlemen:

This is Little League Baseball. The players on the field are NOT adults.  They are not professionals and should not be treated as such.

The adults on the field, including managers, coaches and umpires are ALL VOLUNTEERS.

The players and adults need your support to achieve the goals of Little League Baseball. We ask that everyone’s behavior be dignified and sportsmanlike at all times. Thank you.
