ALL STAR TOURNAMENTS

Welcome and congratulations for being in the All-Stars Tournament!

RULES

There is no batting practice at any game site prior to the game or in a batting cage at a game site.

Batting practice defined:

Any player swinging a bat at a ball by any type or description of a bat or bat stick, this also includes but not limited to Soft Toss and or Pepper.

Game site: any area adjacent or with in view of the game field.

ALL fields are considered neutral. A coin toss determines Home or Visitor. Home team will occupy the first base dugout.

Team brings to ALL tournament games:

  • ONE DOZEN BASEBALLS – (THE HOST LEAGUE DOES NOT PROVIDE BASEBALLS - BASEBALLS MUST BE RST OR SST)
  • BATTING HELMETS FOR ALL PLAYERS -FREE OF LABELS OR STICKERS THAT ARE NOT MANUFACTURER-APPROVED AND THAT DO NOT REPRESENT ANOTHER LIKE ORGANIZATION. (Helmets that do not meet this requirement will be removed)
  • 2 SETS OF CATCHERS EQUIPMENT. CATCHER’S HELMETS MUST HAVE THROAT GUARDS.
  • PLAYERS MUST WEAR ATHLETIC SUPPORTERS
  • EXTRA UNIFORM JERSEY (needed in case a player gets blood on their uniform, they cannot play in a uniform that has blood on it.

4-part NCR line ups

DRESS CODE:

Managers and coaches will be required to wear a collared shirt, and it will be required to be tucked in. Long pants (no sweat or warm-up pants) or solid color shorts with hems required. Team hats will be required on the players, manager and coaches. No open toe shoes or sandals will be allowed. Any manager or coach not following the district dress code will not be allowed on the field prior or during the game. The manager or coach will be allowed in the dugout provide he/she meets all other tournament requirements.

TEAMS

Managers, Coaches, and players will be at the game no earlier than one (1) hour fifteen (15) minutes or later than one (1) hour before game time to toss a coin for Home or Visitors. Home team will occupy the first base dugout, if you are enroute to a field and will not be able to arrive on time contact the district administrator so she can attempt to notify the game site that you are enroute please text 415-342-1209

Stay off the field and out of the dugouts until the coin toss, and home and away is determined.

Manager will provide approved Team Affidavit and Pitching Log to Tournament Director upon arrival at game. Be sure to retrieve these documents at the end of your game to carry to the next game.

Cell phones use is not permitted on the playing field or in the dugouts during games. Cell phone use defined: making or receiving a call or sending or receiving a text message. Also prohibited are electronic communications, i.e., Skype, email, Snapchat, etc. or any other phone /app that permits one to receive and send while on the field and/or video communications. Use of Game Changer or like app is ok provided the device is only being used for this purpose.

Violation: The manager and or coach or player will be ejected from the game.

Exception: If the manager or coach is an on-call doctor or other emergency staff – cell phone use is permitted – If you are on call doctor or emergency staff you must declare this to the UIC prior to the start of the game.

45 MINUTES PRIOR TO GAME TIME HOME TEAM WILL TAKE INFIELD

30 MINUTES PRIOR TO GAME TIME VISITORS WILL TAKE INFIELD.

15 MINUTES PRIOR TO GAME TIME – MANAGER AND ONE PLAYER FROM EACH TEAM WILL MEET WITH UMPIRES AND TOURNAMENT DIRECTOR TO GO OVER GROUND RULES AND EXCHANGE TEAM LINE UP (4 PART NCR FORMS ARE RECOMMENDED – PLEASE DO NOT SEPARATE THE LINEUPS UNTIL THE PLATE MEETING)

Managers, Coaches and players are not permitted to chew gum or sunflower seeds on the playing field.

A MANAGER HAS THE RIGHT TO FILE A PROTEST ON ANY RULE INTERPETATION; WILLIAMSPORT AUTHORITY IS ABSOLUTE AND BINDING.

Umpire 2 or more (During Pool Play)

  • Umpires do a safety inspection of the game field, check the catcher equipment (make sure the catcher helmet has a throat guard this is required even on the hockey style helmets), check the helmets are in compliance, check the bats for cracks and are still round, and that they have USA BAT or meet the guidelines if they are wood bats. (BBCOR bats also allowed in Intermediates or Juniors.)
  • During pregame meeting, make sure that players are properly equipped to play Little League Baseball (no jewelry of any kind, are wearing an athletic supporter, catchers have a hard cup)

Announcer –

  • Announce the Batter in the Batter Box – not who is on the Line up – No play by Play. The Pitch count for each pitcher and the score at every ½ inning.

The Host League will have the following at every game:

· Medical kit and or medical staff.

· Phone or Cell phone.

· One dozen baseballs “RST”

· 7 helmets

· Catcher gear

Assure that the field is prepped and ready for games 1.5 hours before schedule start time.

Tournament Directors

Ensure a copy of the Little League playing rules are available at each game site.

Shall appoint an official scorer for each game.

Shall judge fitness of the playing field before the game starts.

Judges that there is adequate time to complete the game before darkness or curfew.

Meet teams – conduct coin Toss – winner of the coin toss can choose Home or Away – Home team will occupy 1st base dugout.

Receives each team’s eligibility affidavit prior to each game

Verify players listed on the Official Line -Up are on the Team Affidavit.

Review written ground rules with teams and umpires 15 minutes before game. Each field might have ground rules regarding out of play territory - these are what should be discussed with the manager and umpire before each game.

Shall advise both team managers of their obligation to insert all players who have not completed their mandatory play requirement into the lineup prior to start of fourth inning (Intermediate/Junior/Senior: fifth inning)

Sign affidavit for each ejection

Sign affidavit for each pitcher’s entry after each game

Approve permanent player, manager or coach replacements (contact the District Administrator for guidance)

Approve temporary manager and coach replacements.

Only adults and players listed on the Affidavit are allowed on the field and the Dugouts before and during the games – Extra adults are not permitted on the field at any time.

Tournament directors DO have the authority to eject the manager if they witness either: adults warming up players; or batting practice.

Violation of an adult warming up a player at a game site the team will be limited to ONLY one adult base coach.

Violation of a team doing batting practice at a game site the manager will be ejected from that game.

Tournament Directors are to assure that teams follow Little League Rules and Regulations.

TOURNAMENT DIRECTORS AFTER EACH GAME CALL OR TEXT THE SCORE INTO THE DISTRICT ADMINISTRATOR IMMEDIATELY

TOURNAMENT DIRECTOR MUST LOG ALL GAME RESULTS AND PITCHERS AND PITCH COUNTS FOR EVERY GAME AT YOUR GAME SITE.

OPENING CEREMONY

Make sure the National Anthem is played and the Little League Pledge is recited. Before playing the National Anthem, ask the players to remove their hats. When reciting the Little League Pledge, ask the players to repeat after you. Allow players time to repeat the line before going on to the next line.

The following announcement should be made as the players take the field to start the game:

Ladies and gentlemen: This is Little League Baseball. The players on the field are NOT adults.

They are not professionals and should not be treated as such.

The adults on the field, including managers, coaches and umpires are ALL VOLUNTEERS.

The players and adults need your support to         the goals of Little League Baseball.

We ask that everyone’s behavior be dignified and sportsmanlike at all times. Thank you.
