EAST GEORGIA POP WARNER MPR GUIDELINES 

8U

16-25 players - 12 plays

26-30 players - 10 plays

31-35 players - 8 plays

10U and above 

16-25 players - 10 plays

26-30 players - 8 plays

31-35 players - 6 plays

 ***6U Playing Time: It is recommended that a 2 platoon system (offense/ defense) be utilized to help teach the game. This designation may not be changed during a half. Minimum plays for each player is 15.   

  A. The plays must be from the line of scrimmage. 

B. Kickoffs, extra points, QB intentionally spiking the ball and free kicks shall not be used in fulfilling the MPR requirement. 

C. A play shall not count toward fulfillment of the MPR if the play results in a penalty which causes the down to be replayed. 

D. All players shall be provided their mandatory plays by participation in “active” plays, without the intent to minimize the action or integrity of the plays. Plays such as, but not limited to, having the center snap the ball to the quarterback, and then the quarterback fall to the ground, take a knee, spiking the ball regardless of whether the ball is moved or not while substitutes are playing other positions, shall NOT be considered as active plays. 

E. All players shall receive their mandatory plays by the end of the third quarter, or they shall enter the game at the start of the fourth quarter, and remain in the game until they have received their required number of plays. 

F. Failure to adhere to MPR requirements will result in forfeiture of game in addition to enforcement policies outlined in Part IV S1.

*These guidelines should be given to MPR volunteers when they are given the MPR sheets so that they can reference them as needed.

All MPRs 
should be based on eligible players at the time of the game.

HEAD SPOTTER 
WILL HOLD CLIPBOARD AND TRACK MANDATORY PLAYS FOR OPPOSING TEAM.

ASSISTANT 
SPOTTERS ARE TO ASSIST HEAD SPOTTER BY CALLING PLAYERS NUMBERS OR ASSISTING WITH 
IDENTIFYING PLAYERS COMING ON OR OFF THE FIELD.

COACHES NEED 
TO INQUIRE AT HALF TIME REGARDING PLAYERS NEEDING ADDITIONAL 
PLAYS.

MINIMUM MANDATED PENALTIES:

Minimum 
mandated penalties for specific offenses are required by the rules to assure 
that punishment for the most serious infractions will occur on a uniform, 
national basis.

I. 
VIOLATION OF MANDATORY PLAY RULE:

1st violation: Suspension (may be reduced to probation); 2nd violation: Dismissal if original suspension still in effect, probation revoked and original suspension reinstated.

DISTRIBUTION OF MANDATORY PLAY FORM 
COPIES:

Be sure the 
forms are completed with the score and signed! You should have finished the game 
with the opposing team’s form and…

1. Retain 
copies to give to your Association Representative. Association Representative 
will forward copies & roster to your league by Tuesday of following week and 
keep on file their teams copy.
2. The last copy is traded to the opposing 
team (team whose players are listed on the document) for their Association 
Representative to keep on file.

In short: 
track their team, answers questions on sheet, both teams sign, trade copies, 
turn in all papers to your Association Representative ASAP.
