Oceanside Girls Softball By-Laws

OCEANSIDE GIRLS SOFTBALL LITTLE LEAGUE 2018 BY-LAWS

SECTION 1 – DIVISIONS OF PLAY

The league will consist of the following divisions of play:
1. Tee-ball: Will comprise of 5 and 6 year olds
2. Machine Pitch: Will comprise of 7 and 8 year olds
3. Minors: Will comprise of 9 and 10 year olds
4. Majors: Will comprise of 11 and 12 year olds
5. Juniors: Will comprise of 13 and 14 year olds
The age of each player is determined by Little League Softball (age as of December 31st)

SECTION 2 – PLAYING RULES

The Board of Directors (BOD) will review the playing rules for each division on an annual basis. The rules for Tee-ball will be set by BOD. The rules for the other Divisions will be set during a District 30 meeting prior to the start of the spring season.

SECTION 3 – MANAGER SELECTION

The BOD will nominate a manager for each team and the BOD must approve each nomination by a majority vote. Several factors will be considered when nominating/approving a manager. Some of those factors are:
1. Willingness to participate in the Fall/Winter workouts
2. Knowledge of the game
3. Ability to communicate appropriately to the team/players
4. Willingness to be an active member of the Little L
eague


SECTION 4 – TEAM SELECTION

The teams for each Division will be selected per the following:
1. Teeball: President or Player Agent will assign each player to a team. Carpooling requests will be honored.
2. Machine 8: Player Agent will assign each player to a team. Player Agent will use recommendations from coaches to help balance out the skill level of the team. Carpooling requests will be honored.
3. Minors: Mangers will draft their respective team. The BOD will determine the method of drafting. Carpool request will not be honored, unless approved by the President. Siblings are drafted together.
4. Majors: Managers will draft their respective team. The draft order will be randomly chosen by the Player Agent. The draft will be a snake draft (the last pick in the 1st round gets the 1st pick in the 2nd round).
5. Juniors: The Player Agent will assign the team(s). If more than one team, the Player Agent will work with the managers on player selection.
Players must be drafted/placed on teams within their appropriate age group. Players are not permitted to be drafted/placed onto a team above their current playing age. A player from a lower age group may be brought up to temporarily fill a roster spot in a higher age group, if the team in the higher age group is short players. The player must be returned to their assigned team at the conclusion of the game. The manager requesting the lower age group player must get approval from the player’s assigned manager. The Player Agent must be copied on the request/approval.


SECTION 5 – REGULAR SEASON ALL-STAR GAME

The game will be held the 1st Saturday in June. All managers are to participate in managing/coaching one of the two teams. Player sections:
1. Machine Pitch: All second year (8 year olds) will be invited to play. Managers will evenly distribute the players the day of the game.
2. Minors/Majors: The BOD will determine the number of players each manager is to select. Managers will evenly distribute the players the day of the game

SECTION 6 – WILLIAMSPORT ALL-STAR TEAM SELECTION

1. Williamsport Team Show of Interest Letter: Before the start of the season, the BOD will forward a letter to each Minor and Major Division player. The letter will explain the requirements for being selected to a Williamsport team along with participation expectations. The letter must be signed and returned to the league to be considered for selection to the team.
2. Manager Selection: The President will nominate the respective team manager and the BOD must approve each nomi
nation by a majority of vote.
3. Coach Selection: The respective team manager will nominate their coaching staff and the BOD will approve each coach by a majority vote.
4. Players Selection: Each Minor and Major Division regular season manager will forward an attendance record for each player on their respective team to the Player Agent before June 1st. The Player Agent will compile a list of eligible players for each age group. The player selection process shall proceed as follows:
A. Each regular season manager receives a complete list of eligible players and selects the top 16 players, ranking them from 1 to 16 (#1 being most skilled).
B. The Player Agent will add up the rankings from each regular season manager and provide the list to the Williamsport manager and the BOD.
C. The Williamsport manager must select the top ten (10) ranked players. The Williamsport manager will break all ranking point ties.
D. The Williamsport manager will determine the number of players for their respective team (12, 13 or 14). The remaining players must be selected from the pool of eligible players forwarded by the Player Agent.
E. The Williamsport manager may elect to hold a non-mandatory workout to further assess the skill of players.
F. The Manager for each team will notify, via email, both the players that were selected and not selected
