Volunteer Background Clearances

State of Pennsylvania Comprehensive Background Checks 
As of December 31, 2014, Pennsylvania Act 153 of 2014 requires that volunteers who have direct contact and care for children must obtain two or three clearances which are then valid for 60 months (5 years)

Individuals must submit all required clearances and documents to the Mt Lebanon Baseball Association prior to any routine involvement in any capacity.  Clearance documentation must be received no later than March 15th to be considered a verified volunteer with the MLBA for the current season. 


In order to volunteer with the Mt Lebanon Baseball Association, individuals ages 18 and over must complete and pass the following background screenings (depending on the length of residency in the State of Pennsylvania):

1.  Pennsylvania State Police Criminal History Report (PSP)- FREE

2.  Pennsylvania Child Abuse History Clearance Report- FREE
 
Start your Child Abuse History Report at the PA Child Welfare Information Solution (CWIS) website: 

  • Go to www.compass.state.pa.us/cwis/public/home
  • Click on "Create Individual Account" and fill out form.
  • They will email you a temporary password.  Once received, return to the website and click "individual login".
  • Choose "Access My Clearances" which redirects you to log in with the user name you created and the password that was emailed to you. 
  • Create your own password.  You will have to log in again with the new password.
  • Fill in and follow all directions.
  • You will receive an email with your results from them.  This may take up to a few days.  Make a copy of the background check information NOT just the email.  You may also choose to have a copy mailed to you.

3.  Federal Criminal History Report (FBI)- $21.85
Register / pay for fingerprinting online here: www.identogo.com/locations/pennsylvania.

Click on "Get Fingerprinted" 

  •  Choose Pennsylvania from the drop down box
  • Scroll down and click on "Digital Fingerprints"
  • Enter the following code -1KG6ZJ for volunteer
  • Click on Schedule or Manage Appointment
  • Fill out required boxes on each page and click next.
If you have NOT been a continuous resident of Pennsylvania for the past 10 years, you will need this fingerprint based Federal Criminal History Report (FBI).  Once registered, visit one of the designated locations to complete the process. 
OR

If you have lived in the State of Pennsylvania for 10 or more years the required Volunteer Affidavit must be completed, in lieu of the Federal Criminal History Report.

Transfer of Clearances:
If you have appropriate clearance documents from a prior volunteer position or place of employment and they were obtained within the last 5 years, then they will satisfy the requirements for the MLBA.

Reporting Requirements:
If a volunteer is arrested for or convicted of an offense that would constitute grounds for denying participation in a program, activity or service, or is named as a perpetrator in a founded or indicated report, the volunteer must provide the MLBA Clearance Officer with written notice not later than 72 hours after the arrest, conviction or notification that the person has been listed as a perpetrator in the statewide database.

A volunteer who willfully fails to disclose information as required above shall be subject to immediate dismissal from volunteer service.
