Local League Rules

2017 BCLL Local League Options

General Rules
 

  1. Playing rules are taken from the Official Little League Rules Book and will be the official rules for Little League baseball, except those local options supplemented by the league, which will take precedent over any conflicting rules.
  2.  All players must be in complete uniforms issued by BCLL. No alterations will be allowed  (i.e. names printed on shirts or hats). Helmets must be Little League approved with no alterations (stickers, added painting, etc.). No “club team” helmets.
  3. No hitting baseballs into the fences.
  4. All offensive players not batting or base-running will remain in the dugout.  Any defensive players not in the game must remain in the dugout.
  5. No bat boys/girls are allowed.
  6. All equipment must be kept in the dugout and out of the playing area.
  7. Home team will be listed 2nd on the schedule and will occupy the third base dugout.  Visitors will be listed 1st on the schedule and will occupy the first base dugout.
  8. Prior to each game, the umpire shall call a meeting with the managers for discussion of game rules. All games are to be played by Little League rules with local options.
  9. At the end of the game, all players and coaches must meet on the field to shake hands in a show of sportsmanship.
  10. The dugouts shall to be cleaned up as soon as the game has ended so that the next game can get underway.
  11. Home team is responsible for field prep.
  12. Last game of the day, the home team is responsible for dragging the field, putting away equipment, locking the bathrooms, locking the equipment shed and turning off the lights.
  13. Games take precedent over practices.  Teams practicing must leave the field one hour before scheduled game time.
  14. The use of cigarettes/cigars/chew and alcoholic beverages in any form is prohibited on the playing field, benches, or dugouts and within 100 feet of dugouts.

Rookie Division Local Options

  1.  Players ages 6-9 are eligible for Rookie Division play.
  2.  NO STANDINGS are kept for the regular season in the Rookie Division. The entire season shall be used for instructional and development purposes only.
  3. No protests in the Rookie Division.
  4. Each team will bat their entire lineup. Maximum batters per inning for both teams shall be the smaller amount of total batters each team has available at game time. (Example: Team A has 10 kids, Team B has 12 kids. The maximum number of batters per inning would be 10)
  5. A regulation game shall consist of six (6) innings. No extra innings.
  6. Play shall be terminated after 1 hour and 30 minutes has passed. No new inning shall start after 1 hour and 15 minutes.
  7. The side is retired when a team reaches 3 outs, after the team bats their maximum batters per inning, or after five (5) runs are scored.
  8. When the 6th batter of the half inning comes to bat, two (2) outs will automatically be given for the defense.
  9. Three coaches of record, plus the manager may be allowed in the dugout.
  10. The managers and base coaches from both teams shall agree to umpire. No “official” umpire will be provided for Rookie Division games.
  11. One rostered coach will pitch to each batter from the Louisville Slugger Blue Flame 45 Pitching Machine (spring loaded) to his or her own team. Pitching machine shall be within 6 feet in front of the pitching rubber.
  12. Rookie Division coaches CANNOT be on the field except when coaching a base or operating the pitching machine.
  13. Each batter will receive a maximum of 6 pitches. If the batter fouls the 6th pitch or 3rd strike, the batter will remain batting until the ball is hit into play or the batter strikes out.
  14. When the batter hits the ball into fair territory, the coach/pitcher must stay in the pitching mound circle and avoid play.
  15. If a batted ball hits the coach pitching or the pitching machine, it is considered a dead ball and the batter gets first base and only a forced base runner advances.
  16. The ball is considered dead when the attempt to throw to the pitcher is made.
  17. 10 defensive fielders are allowed on the field; 6 infielders and 4 outfielders. Outfielders must start play in the outfield grass.
  18. “Halfway Rule” - When a play is completed, a runner more than halfway to the next base gets that base. If the runner is less than halfway to the next base, the runner must return to the previous base.
  19. “Extra Base Rule” - As a result of an overthrow, the base runner can only advance one base. There is no advancement on a passed ball or wild pitch. 

Minor Division Local Options

  1. Players ages 8-11 are eligible for Minor Division play.
  2. All wins and losses against inter-league opponents will count for the total wins and losses for the regular season.
  3.  In the event of a tie in the standings at the end of the season, the team with the most “head to head” wins will be the overall winner. If still tied, a one game playoff will be held. The time and place will be determined by the BCLL Board of Directors.
  4. Protests in the Minor Division must be reported to the umpire before the next pitch or play.
  5. Each team will bat their entire lineup. Maximum batters per inning for both teams shall be the smaller amount of total batters each team has available at game time. (Example: Team A has 10 kids, Team B has 12 kids. The maximum number of batters per inning would be 10)
  6. Scores must be reported to the Communications Coordinator following each game. Email address is: bouldercitylittleleague@yahoo.com
  7.  A regulation game shall consist of six (6) innings.
  8. The umpire shall terminate play after 2 hours have passed. No new inning shall start after 1 hour and 45 minutes.
  9. The 10-run rule will be in affect after 4 innings of completed play (3-1/2 innings if home team is ahead).
  10. The side is retired when a team reaches 3 outs, after the team bats their maximum batters per inning, or after five (5) runs are scored (Rule 5.07)
    1. The last inning (either sixth inning or declared “last inning” by the umpire) will have no run limit.
  11. If the game is not completed in 2 hours, the score will revert back to the last completed inning.
  12. Home team shall provide the official scorekeeper and pitch counter.
  13. Pitch counts shall be kept for all pitchers in a game and shall be available for review by managers, umpire, or league officials.
  14. It is recommended that managers/coaches verify pitch counts at the close of each half inning.
  15. Two coaches of record, plus the manager may be allowed in the dugout.
  16. Managers and coaches are not allowed out of the dugout except to confer with a player or an umpire, only after receiving permission from an umpire.
  17. Managers or coaches shall not warm up pitchers.
  18. Managers have seven (7) days to select a replacement player due to illness, injury, or other justifiable reasons.
  19. When a player misses seven (7) continuous days of participation due to illness or injury, a doctors note giving written permission for a full return to baseball activity must be provided.
  20. No player shall be called up as a replacement player from the Minor Division to the Major Division during the last fourteen (14) days of the Major Divisions season.
  21. If a player cannot continue in accordance with Minor Division Local Options note 19 and/or 20, the option to bring a player up from the lower division will be in effect, if the Minor Division team has ten (10) players or less.
  22. Any player selected from a Minor Division team as a replacement player for a Major Division team, must report to that team. No more than two (2) players shall be selected as replacement players from any Minor team. Managers’ children are exempt. If managers’ choice refuses to go up when called the first time, that player is not allowed to move up to the Major Division for the rest of the season.

 Major Division Local Options

  22. Balks will not be called in the Major Division.
  23. An illegal pitch as called by the umpire shall result in a ball being called against the batter.
  24. No new inning after 1:45, but inning should be completed with no "drop dead" time.

Junior Division Local Options

  1.  Players ages 12-15 are eligible for Junior Division play.
  2. 15 year olds are eligible for Junior Division play because further divisions are not offered by Boulder City Little League.
  3. 15 year olds playing in Junior Division are not eligible to pitch.
  4. All 15 year olds must be declared on the lineup card.
  5. Any manager who allows a 15 year old to pitch, will be immediately removed and suspended from that game, and also suspended for at least one game immediately following that game.
  6. Teams will bat all of their players through the lineup.
  7. All wins and losses against inter-league opponents will count for the total wins and losses for the regular season.
  8. In the event of a tie in the standings at the end of the season, the team with the most “head to head” wins will be the overall winner. If still tied, a one game playoff will be held. The time and place will be determined by the BCLL Board of Directors.
  9. Protests in the Junior Division must be reported to the umpire before the next pitch or play.

  11.  A regulation game shall consist of seven (7) innings.
  12. No new inning shall start after 2 hours (inning will be completed with no “drop dead” time)
  13. In the case of a tie after the 7th inning with time remaining, one extra inning can be played. If the score is still tied after this extra inning, the game stops and is declared a tie, regardless of time.
  14. The 10-run rule will be in affect after 5 innings of completed play (4-1/2 innings if home team is ahead).
  15. The side is retired when a team reaches 3 outs.
  16. Home team shall provide the official scorekeeper and pitch counter.
  17. Pitch counts shall be kept for all pitchers in a game and shall be available for review by managers, umpire, or league officials.
  18. It is recommended that managers/coaches verify pitch counts at the close of each half inning.
  19. Two coaches of record, plus the manager may be allowed in the dugout.
  20. Managers and coaches are not allowed out of the dugout except to confer with a player or an umpire, only after receiving permission from an umpire.

Pool Player Guidelines

Steps to Obtain a Pool Player:

  1. Determine that you are in need of a player to abide by Rule 4.17 which states that a game cannot be played with less than 9 rostered players.
  2. Contact the league Player Agent and ask for a PoolONLY the Player Agent can assign a Pool Player to a team.  Give as much notice as possible for the Player Agent to obtain a Pool Player for assignment.

NOTE:  Managers and/or coaches do not have the right to randomly pick and choose players from the pool within their divisions (Green Book, P. 39).

 Little League Rules for Pool Players:

  1. Assigned Pool Player must be obtained through the Player Agent only.
  2. Assigned Pool Player cannot play the position of pitcher.

 Local Rules for Pool Players:.

  1. Assigned Pool Player will bat last in the batting order.
    1. EXCEPTION:  If a team member arrives late to the game, that player will be placed last in the batting order (Green Book, Rule 4.04/NOTE 2).  The Pool Player will remain until he/she has played at least the mandatory play requirements.  Pool Player must play at least nine consecutive outs and bat once (Green Book, P. 39).

 Pool Players Obtained Improperly:

  1. If a manager obtains a Pool Player improperly, that manager will be suspended for his/her next regularly scheduled game.
  2. Any Pool Player that is not obtained properly should be considered an ineligible player and the opposing manager can protest the game base onSee Green Book Rule 4.19.
