Volunteer Information:
The Carrollton Little League will utilize the Official Little League Volunteer Application and the Little League “Returning” Volunteer Application to screen all of our volunteers.
Child Protection Program
All local Little Leagues are required to conduct background checks on managers, coaches, board of directors’ members and any other persons, volunteers or hired workers, who provide regular services to the league and/or have repetitive access to, or contact with, players or teams. Individuals are also required to complete and submit a Little League Volunteer Application to their local league.

Dear District Administrators and Local League Officials,
Protecting every Little Leaguer® in each division of our program is the highest priority. To this end, Little League® International strives to provide tools and share information that will educate all of our volunteers on Little League's best practices; and the extended legal obligations set forth by law.
To this end, we bring to your attention Senate Bill 534, known as the Protecting Young Victims from Sexual Abuse and Safe Sport Authorization Act of 2017. This bill has been signed into law and is currently in effect.
In short, the law makes it the duty and responsibility of all U.S. amateur sports organizations, which participate in an interstate or international amateur competition, including Little League Baseball and Softball, to report suspected sex-abuse to local or federal law enforcement, or to a child-welfare agency designated by the Justice Department, within 24 hours. Failure to report is subject to criminal penalties. Volunteers of youth sports programs are required to file such a report, and those who fail to report any suspected sexual abuse are subject to criminal penalties. Additionally, the law extends the statute of limitations for victims to bring a civil lawsuit against a perpetrator and allows a claim for punitive damages.
The law designates the U.S. Center for SafeSport as the independent national safe sport organization. This designation includes the responsibility for developing policies and procedures to prevent emotional, physical, and sexual abuse of amateur athletes. The new law also modifies the obligations of both U.S. Olympic Committee National Governing Bodies (NGBs) and amateur athletic organizations, such Little League Baseball and Softball.
Amateur Athletic Organizations must:
1) comply with the reporting requirements of the Victims of Child Abuse Act,
2) establish reasonable procedures to limit one-on-one interactions between athletes who are minors and an adult,
3) offer and provide consistent training to members who are in contact with minors,
4) prohibit retaliation against the victim or reporting party.
Little League International has maintained a child protection program for many years. The specifics of this program can be found within the Little League Rule Book within the Operating Policies section. This program addresses the same principles outlined in the new law but are currently being reviewed to determine how best to strengthen them and further support the goal of keeping our children safe.

Little League International will continue to keep all its volunteers apprised of developments regarding SafeSport and any future changes to our program to provide additional training and education, so that all Little League programs can offer a safe, welcoming atmosphere for families.

Concession Stand Safety:
The menu shall be posted and approved by the League President and the League Concession Manager.
Our Concession Safety Procedures will be posted in the concession stand for reference.
Carrollton Little League Concession Stand Safety Procedures.
All volunteers share in the responsibility to use safe food handling practices that reduce the potential for food borne illness. The food code requires that there be a designated “person-in-charge” at the concession during all hours of operation. The person-in-charge shall be able to identify and take corrective action to eliminate high-risk practices that increase the potential for food borne illness. When applicable, the person-in-charge of the concession shall ensure the following:
· Volunteers are effectively cleaning their hands, by routinely monitoring the volunteers hand washing.
· Ill volunteers are restricted or excluded as appropriate
· Volunteers are visibly observing foods as they are received to determine if they are from approved sources, delivered at the required temperatures, protected from contamination, unaltered, and accurately presented; by routinely monitoring the volunteers observations and periodically evaluating foods upon their receipt.
· Volunteers are properly cooking food, being particularly careful in cooking those foods known to cause severe food borne illness and death, such as egg and meats; through daily oversight of volunteers routine monitoring of the cooking temperatures using appropriate temperature measuring devices properly scaled and calibrated.
· Volunteers are properly sanitizing cleaned multiuse equipment and utensils before they are reused.
· Volunteers are preventing contamination of ready-to-eat food from unwashed hands and are properly using suitable utensils such as deli tissue, single-use gloves or dispensing equipment, when such items can be used.
· Volunteers are properly trained in food safety as it relates to their assigned duties.
· Cooking equipment will be inspected periodically and repaired or replaced if needed.
· Cooking grease will be stored safely in containers away from open flames.
· Carbon Dioxide tanks will be secured with chains so they stand upright and can’t fall over. Report damaged tanks or valves to the supplier and discontinue use.
· Cleaning chemicals must be stored away from the food prep area.
· A Certified Fire Extinguisher suitable for grease fires must be placed in plain sight at all times.
· All concession stand workers are to be instructed on the use of fire extinguishers.
· A fully stocked First Aid Kit will be placed in each Concession Stand.
· The Concession Stand main entrance door will not be locked or blocked while people are inside.
The Youth Sports Concussion Safety Act & Return to Learn
Under the lead sponsorship of State Senator Kwame Raoul (Chicago- District 13), the Youth Sports Concussion Safety Act (Public Act 099-0245) was approved by the Illinois General Assembly with nearly unanimous support. It was signed into law by Governor Bruce Rauner on August 3, 2015. This legislation requires all Illinois schools to establish “return to sports” and “return to learn” protocols for students with concussions by the start of the 2016/17 school year. It ensures that students in Illinois who have suffered concussions receive comprehensive support from their school to address both their physical and cognitive needs while their brains are recovering from a concussion injury.
The Centers for Disease Control and Prevention (CDC) also provides guidelines for how to safely return students to sports and physical activities after a concussion, as well as how to accommodate their needs in the classroom and during cognitive activities while they are still recovering from a concussion. The Illinois High School Association also has concussion-related resources available.
In order to help schools establish and implement the required “return to learn” protocols, the Institute for Sports Medicine has developed a free online training module called Return to Learn for school administrators and teachers based on the CDC recommendations. This 30-minute presentation provides age-specific academic accommodations that can be helpful during recovery from a concussion and tips for how to implement them. Lurie Children’s team of sports medicine professionals has extensive experience with diagnosis and treatment of concussions in school-aged children and adolescents. Equipment:
The League Coaching/Equipment Coordinator will inspect all league equipment in the pre-season and as needed in season.
Managers/Coaches will inspect equipment prior to each game.
Umpires will be required to inspect equipment prior to each game.
Don’t just discard bad equipment: destroy it or make unusable to stop children from attempting to “save it” from waste.
Equipment Safety issues and concerns can be addressed to any of the previously mentioned Carrollton Little League Board of Directors.
Accident Reporting:
The Carrollton Little League will utilize the provided Incident/Injury Tracking Report form from the Little League website and will provide completed forms to the Safety Officer within 24-48 hours of the incident.

Each team will be issued an updated First Aid Kit and it is a requirement to have it at every practice and game. Keep First Aid Kit with other league equipment and properly stocked at all times!
Accident Reporting Procedures
What to Report
An incident that causes any player, manager, coach, umpire, volunteer or spectator to receive medical treatment and/or First Aid must be reported to the League President or Safety Officer within 24-48 hours of the incident. This includes even passive treatments such as the evaluation and diagnosis of the extent of the injury or period of rest
When to Report
All such incidents described above must be reported to the League President or Safety Officer with 24-48 hours of the incident

How to Make a Report
Reporting incidents can come in a variety of forms. If possible, fill out an Incident/Injury Tracking Report. At a minimum, the following information must be provided:
· The name and phone number of the individual(s) involved in the incident
· The date, time, and location of the incident
· A detailed description of the incident
· The preliminary estimation of the extent of the injuries
· The name and phone number of the person reporting the incident
President and Safety Officer Responsibilities
Within 48 hours of receiving the incident report, the President or Safety Officer will contact the injured party(s) parents and (1) verify the information received; (2) obtain any other information deemed necessary; (3) check on the status of the injury; and (4) in the event that the injured party required other medical treatment (i.e. Emergency Room visit, doctors visit, etc.) will advise the parent or guardian of the league’s insurance coverage and the provisions for submitting any claims
If the extent of the injuries are more than minor in nature, the President or Safety Officer shall periodically call the injured party to (1) check on the status of the injuries, and (2) to check if any other assistance is necessary in areas such as submission of insurance forms, etc. until such time as the incident is considered “closed” (i.e. no further claims are expected and/or the individual is participating in the league again.)
Carrollton Little League Rules:
The Carrollton Little League will follow the 2024 Little League Rule Book. All teams will be required to enforce all Little League rules.

Team Responsibilities:
· The kids have FUN!
· Coaches will be responsible for getting their own umpires. The league will supply a list and will pay them. The coach will pick and schedule them. We encourage the coach to ask parents to get involved and ump the base paths
· Umpires will be asked to line the field prior to the game. However at the end of the day it is up to the team to make sure the field is lined and the bases are picked up after the game.
· Coaches or a team representative is required to be at the spring cleanup.
· Each team will be given a bag with an extra counter, tape, clean out tool, etc.
· Encourage your spectators to keep a positive and productive learning environment for the kids.
· Remember this is a GAME and these are KIDS!

Promote/Improve Safety:
All individuals are encouraged to report best safety practices and any recent initiatives to better the Little League experience. Sharing a local league’s efforts to operate a safe, healthy Little League program and the best practices used to achieve such safety goals, creates the opportunity to benefit the entire program.
If you have an idea or suggestion please share it with any of the previously mentioned Board Members. All Board Members are required to discuss these suggestions are board meetings.
Inclement Weather/Field Conditions:
Weather information is everywhere! Before heading to the ball field, you’ll want to be aware of the weather, and how conditions may change during the game.
The Little League Board of Directors will be in contact to confirm cancelation/delay of games due to inclement weather and/or field conditions. As a Coach it is your responsibility to also check the field to ensure playable conditions. Cancellation/delays will be posted to the Carrollton Little League Website and Facebook page. Please call the Board of Directors with any questions or concerns.
· At the sound of thunder or detection of lightning within 10 miles of the field, umpires or coaches will immediately stop the game or practice. Once 30 minutes have passed without any lightning within 10 miles, coaches or umpires may resume play.
· No more than a single thirty-minute weather delay shall be taken during a game before the game is officially called or postponed.
· All practices are immediately cancelled in the event of thunder or detection of lightning within 10 miles.
· All players and spectators must take shelter in a car with the windows rolled up. Players may not shelter in the dugouts.
· Coaches and umpires will use their discretion on whether or not to cancel the game.
· On hot/humid days don’t forget to stay and keep your team hydrated!
