Equipment

• All players must wear flat, non-marking indoor soccer shoes or sneakers. Cleats and turf shoes with any type of studs are prohibited.
• It is the responsibility of both the player and the coach to ensure compliance with all equipment 

   requirements. All players are required to wear shin guards at all times and are prohibited from 

   wearing jewelry, watches, or any items deemed hazardous by referee, league official, or SURC staff.
• All games U6 and U8 divisions will use a size three (3) futsal ball, and a size four (4) futsal ball will be used for all games in the U10-U18 divisions.


Game Format & Participation


U6–U8: Five (5) players and a goalie

U14: Five (5) players and a goalie

U10–U12: Six (6) players and a goalie

U18: Five (5) players and a goalie


• Ordinarily, referees do not verify rosters prior to play; however, can be upon request by referees, league officials, or SURC staff. All teams must adhere to the spirit and intent of equal 

participation – meaning all rostered players present must play at least half of the total game time, excluding injury or disciplinary absence. 

• A minimum of five (5) players, including a goalkeeper, are required to start game in any age group.

• Goalkeeper must wear a jersey that is a distinctly different color from all field players.

• Player may not score directly from their defensive half unless the ball touches another player, on either team, in the offensive half of the field first.

• For U6-U8 age group there is no “pass-back” restriction. For age groups U10 and older, there is “pass-back” restriction – goalkeepers may not handle ball or pick it up inside the penalty area, if deliberately passed by a teammate to them. Violations will result in an indirect free kick at the 

spot of the file for the opposing team.


Game Length 


U6–U8: Two (2) twelve-min halves with a one-min halftime

U10–U18: Two (2) fiftyeren-min halves with a one-min halftime


• Coaches are expected to have their teams ready to play at the scheduled time. Referees 

   may declare a forfeit after a five-minute grace period.

• At the referees' discretion, the clock will stop for injured players needing assistance or leaving the field, a penalty kick being awarded, or other significant delays.

• There is no overtime during the regular season.


Stoppages & Restarts 

• All kickoffs and free kicks are indirect unless a foul occurs in the penalty area, in which case a 

   penalty kick (direct kick) is awarded.



• Opponents must remain at least five (5) yards from the ball on all free kicks. Violations may result in a yellow card being issued to offending player.

• A goalkeeper may not punt, dropkick, or throw the ball in the air beyond midfield. Additionally, a player possessing the ball, in their own penalty area, cannot play the ball beyond midfield in the air. In both instances, the ball must touch the ground or a player before crossing midfield. 

Violations result in an indirect free kick from midfield.

• If the ball strikes the ceiling or leaves the field above the boards, an indirect free kick will be 

   awarded, to the opposing team, from the spot of the last touch.

• Off of any restart, the ball must be touched by another player on the field before being touched 

   again, by player who last touched the ball. Playing the ball off of the boards or glass does not 

   count as  being touched by another player. Violations will result in an indirect free kick at the 

   spot of the file for the opposing team.


Substitutions and Call-Ups

• Substitutions are unlimited, but coaches must manage substitutions to promote play that is 

   balanced, fair, and sportsmanlike.

• All substitutions, which occur on the fly, must take place from the designated bench area. The 

   exiting player being fully off the field before the substitute enters the field of play. Additionally, if substitute enters prematurely or impacts play of game before exiting player fully off the field. 

   Violations, or if substitute impacts game play prematurely, will result in an indirect free kick from midfield center circle.
• Call-ups may only participate in the next higher age division and cannot play for multiple teams

    within the same division during the same week. Coaches must notify the referee and opposing  coach before kickoff if a call-up is being used, identifying the player by name.

IN THE EVENT THAT A CALLUP IS PRESENT AND THE TEAM HAS ENOUGH PLAYERS TO PLAY, THE CALLUP CAN’T BE USED, NOT EVEN AS A SUB.


Mercy Rule

• If a team leads by five (5) or more goals, the opposing team may add one additional field player; additional goalkeepers are not permitted. If the trailing team lacks enough players to add, the  leading team must remove one field player. Regular play resumes once the goal margin falls below five.

Fouls and Misconduct

• All fouls outside the penalty box result in an indirect free kick. All fouls inside the penalty box 

   result in a direct kick from the top of the box and are treated as a penalty kick. 



Yellow Card

A three-minute penalty. Team is permitted to bring on a substitution during penalty period. A second yellow in same game equals a red card. (See *Red Card* for clarification). A yellow card does not carry over from one game to the next.



Red Card

An immediate ejection from current game and an automatic one-game suspension for the next scheduled game. Team is not permitted to bring on a substitution for that player and will be required to play with one less field player. Repeated red cards during the season may result in multi-game or extended suspensions, decided by league officials on a case-by-case basis.


• Multiple or repetitive Red Cards during the season, may result in league officials suspending for multiple games or lengthier period of time. Those decisions will be reviewed and determined on a case-by-case basis.

• Abusive, threatening, or unsportsmanlike behavior, by coaches or players,  toward opposing 

   coaches, players, referees, or spectators will result in immediate removal from the game, their 

next game,  and subject for review, by league officials, for a multiple game suspension or the 

   remainder of season.

 • Any coach or player ejected must remain out of ‘sight and sound’ for the remainder of the

    match and any suspension period associated. The coach or player must immediately 

    leave the bench, field, and building so ensure not able to be seen or heard by referee, league     

    officials, or SURC staff after the ejection and until completion of the suspension. 

•  All referee and disciplinary decisions, by league officials or SURC staff, are final and not subject to protest or appeal.


Conduct and Safety

• Players, coaches, and spectators are expected to display respect and sportsmanship at all times.

• Individuals, aside from players or coaching, are prohibited from being on field and/or bench 

   during their scheduled game. This includes, but is not limited to players/coaches ejected, 

   serving a suspension, and players not rostered or called up to teams playing; as well as;  an 

   individual(s) not authorized, by referee, league official, or SURC staff,  to be on bench in a 

   coaching capacity. Spectators are strictly prohibited entering the field of play, less authorized 

   by a referee, league official, or SURC staff.
• Any conduct that endangers others or disrupts gameplay may result in ejection from the game (if player or coach) or removal from the facility pending further action (if a spectator).
• Any injuries should be reported to SURC staff or league officials immediately or as soon as 

   possible thereafter.
• League officials and SURC staff reserve the right to interpret and amend these rules as 

   needed to ensure participant safety and fair competition.


Playoff Rules

• All regular season rules remain in-effect to include equipment;  game format  and participation; 

   stoppages and restarts; substitutions; mercy rule; fouls and misconduct; and conduct and safety.

• Coaches will meet with referees before each playoff game to review expectations and

   procedures. 

• A coin toss will occur prior to every game, overtime, and penalty kicks. The higher

   seeded team will be given preference to call the coin toss for each game and overtime played 

   (possession or goal defended); as well as, for sequence for penalty kicks (either first or last).

• Only rostered players are permitted to participate for the duration of playoffs. Call-ups are 

   prohibited in any age group. 

• Game length, overtime, and penalty kicks are explained below: 


U6–U10: one (1) twelve-minute period

U12–U18: one (1) fifteen-minute period


• If tied at the end of regulation, a one-minute break will precede a three-minute golden-goal 

   overtime. If still tied, a penalty-kick shootout will follow: three (3) initial shooters per/team, then 

   alternating sudden-death kicks. All rostered players, including the goalkeeper, must take one kick 

   before any player may shoot again.

• Referee will determine which goal will be utilized for penalty kicks and decision is final.
