Major players can only be drafted if they attend tryouts.   Waiver or illness, injury, or another sport conflict can be considered for known players, only if the board is petitioned and the board approves.   Waiver's will not be granted for just not making trying outs.   Siblings of 12-year-olds are NOT pulled to Majors with them.   Drafting of player's not yet league age 12 is completely at the discretion of the Major Manager and is not open for appeal or discussion.    Draft of 9-year-olds must be approved by League President, League Player Agent, and Player's Parents.  9-year-olds if drafted to Major's are not eligible for Major's All-Stars, no waivers are available for this.

All 12-year-olds will be placed on a Major's level team unless a waiver is requested by parents, approved by League President, and District Administrator.  

Any Minor level player not attending tryouts will be withheld from the draft and sorted onto teams after the draft, based on available spaces.  They have not been assessed by managers or player agent and therefore have to be placed to fill out teams.  There are no exceptions to this draft rule.
