2021 RETURN-TO-PLAY GUIDELINES

 The novel coronavirus, COVID-19, has been declared a worldwide pandemic by the World Health Organization. COVID-19 is contagious and is believed to spread mainly from person-to-person contact. By entering into this agreement, you are acknowledging and accepting the inherent risk involved in gathering in a public place.

The following document outlines the Return-To-Play Guidelines for the Ankeny Little League (ALL), developed in cooperation with the City of Ankeny. This guidance includes considerations regarding reasonable social distancing and other public health measures to reduce the risk of transmission of COVID-19. It must be used in conjunction with all proclamations issued by the governor and direction provided by the Iowa Department of Public Health (IDPH).

General Facility Guidelines

 • Signage will be posted prominently indicating no one should attend or participate in practice if they currently have symptoms or have been in contact with anyone with a confirmed COVID-19 diagnosis in the last 10 days. Anyone (athlete or spectator) with symptoms of illness shall not be allowed to attend/participate.

• Until further notice, there shall be no usage of bleachers. This elimination is in an attempt to minimize contact with frequently used items outside of the dugouts.

• Spectators are encouraged to wear a mask.

• Restroom’s signage shall be posted stating: “Restrooms shall be single use only, unless members of the same household. Please wait on the designated marked area and follow social distancing guidelines.” There shall be designated markings on the ground outside the restroom to indicate where restroom users should stand to observe proper social distancing.

• Teams and spectators are asked to do their part to keep family, friends, neighbors and our community safe.

• Failure to follow these rules may result in asking people to leave the facility for the health and safety of everyone.

• All other guidelines and responsibilities previously outlined and approved in the 2020 City of Ankeny/Ankeny Little League Lease Agreement apply.

Ankeny Little League Responsibilities

• ALL is responsible for ensuring social distancing is maintained between players as much as possible (practice and games). This means additional spacing between players while playing catch, changing drills so that players remain spaced out, and no congregating of players while waiting to bat.

• Players shall use their own gloves, helmets, and bats as much as possible.

• Players must bring their own water/beverage to consume during and after games. No shared drinking fountains, water stations, or coolers may be used.

• ALL is required to sanitize shared equipment before each practice and/or game play.

• ALL shall not sell/allow sunflower seeds.

• A spectator seating area and a separate area for players, coaches, team scorebook keepers and umpires should be designated, either with signage or barriers. These areas shall have a 6 ft buffer between them to ensure social distancing.

• ALL is responsible for sanitizing/wiping down the dugouts, which includes but is not limited to, benches, commonly touched areas, etc.

• No dugouts shall be used during practices.

• Prior to practices and league play, ALL shall send out guidelines and facility rules to teams that will be playing at the Complex.

• ALL shall contact the City of Ankeny and public health if a positive case of COVID-19 is reported. Follow the IDPH guidelines for follow up should this occur.

League/Tournament/Scrimmage Games

• ALL is responsible for sanitizing shared equipment before each game.

• During league play, each team shall sanitize their own equipment, dugouts, shared spaces, etc.

• Coaches shall follow social distancing guidelines (6 ft) when interacting with an umpire or any other individual on the field.

• Pitcher’s circle visits: ALL shall limit the number of individuals in a defensive and offensive conference to those who need to be close proximity for these discussions.

• Normal line-up exchange can take place with opposing teams/umpires. There shall be no team huddles at the plate.

• Teams shall NOT exchange handshakes following the contest. Teams can acknowledge opponents with a tip of hat/visor or other appropriate non-contact measures.

• ALL shall encourage any other reasonable measures under the circumstances of each team to ensure social distancing of athletes, coaches, and spectators, increased hygiene practices, and other public health measures to reduce the risk of transmission of COVID-19 consistent with guidance issued by the IDPH.

Concession Stand

• ALL must follow up-to-date protocols and procedures from the IDPH and the Guidance for Iowa Concession Stands and Temporary Food Events During COVID-19.

• Limited concessions can be offered. Use pre-packaged food/items as much as possible, including condiments and silverware.

• Face coverings and gloves should be used by volunteers in the concession stand and comply with IDPH rules and guidelines.

• Signage will need to be placed informing customers to practice social distancing and not to congregate.

• One customer at a time per concession window. There shall be designated markings on the ground outside the concession stand (provided by the City) to indicate where customers should stand to observe proper social distancing.

• No filling of player water bottles in concession stand.

• Ensure disinfecting and sanitizing agents are effective for COVID-19.

• Increase cleaning, sanitizing, and disinfecting frequencies for all areas of the concession stand, especially high-contact surfaces.

The City of Ankeny cannot guarantee that ALL or any of its participants will not become infected with COVID-19. Further, participating at a City of Ankeny facility could increase your risk and your participants’ risk of contracting COVID-19 and/or infectious diseases.

By signing this waiver, ALL, acknowledges the contagious nature of COVID-19 and infectious diseases and voluntarily assumes the risk that the ALL and all its participants, coaches, volunteers, and other organizations using the complex for ALL sanctioned activities, may be exposed to or infected by occupying a City of Ankeny sports facility, and that such exposure or infection may result in personal injury, illness, permanent disability, or death. ALL understands that the risk of becoming exposed to or infected by COVID-19 at a City of Ankeny facility may result from the actions, omissions, or negligence of others, including, but not limited to, City of Ankeny employees, volunteers, and ALL participants and their families.

In addition, the attached “ANKENY LITTLE LEAGUE RETURN-TO-PLAY GUIDELINES” agreement has been reviewed and approved by both the City of Ankeny and ALL. ALL agrees to follow and ensure compliance of the agreement in its entirety by all ALL participants, coaches, volunteers, and other organizations using the complex for ALL sanctioned activities. If there is a failure by ALL to follow and enforce the rules and regulations outlined in this agreement, the City may terminate ALL’s right to use the Prairie Ridge Sports Complex forthwith.

The City of Ankeny reserves the right to change this agreement and guidelines at any time, and will contact ALL immediately with such changes.

The agreement will remain effective until such time the City of Ankeny determines it can safely be terminated.
