Comanche Youth Council is associated with CenTex League. Created in 2024

Towns associated are with Dublin, Deleon, Hico, and Hamilton. A few other towns may join with older groups. 8U-14U ages is associated with this league. 

Baseball rules for 8U-12U is through TTAB
14U baseball will follow NFHS rules.
*CenTex League approves and makes amendments for player safety and play. 

Softball rules for 8U-12U is through USA
14U softball will follow NFHS rules.

CYC Wee-Ball/Tee-Ball Rules

 

Wee-ball

  • Each team will field twice and hit twice. All players must bat. Then teams will swap. Away team will bat first
  • No runs or outs are counted for the game. 
  • Please try to have players in baseball positions and attempting to throw the ball. Show them fundamentals.

 

Tee-Ball

  • Game will consist of 50 minutes: No drop dead, finish the inning. No new inning will begin if less than 5 minutes
  • Bat lineup, Batters will have 5 attempts at the tee. (Batting continues until 7 run rule or 3 outs happen per inning)
  • 9 players on field, each player must be in a single baseball position. 3 outfielders must touch grass. The out fielders can run up once the ball is hit into play but must go back after. Only one player on pitchers mound. 
  • Runners MUST stay on their base until the ball is hit and in play, no leading off 
  • Offensive players MUST wear a batting helmet while batting and the entire time running bases
  • To be considered "in play" when batting, the ball must land in front of home 4ft plate ark line and within the foul lines
  • Coaches cannot touch players during play. Running or fielding. Coaches can help set players in position but can not touch them while ball is in play. 
  • Max 2 coaches on the in field, do not be in the way of play. (Coach at home, please pick up Tee once player hits for runner safety)
  • Fielding, pitchers CANNOT run to bases or tag runners with the exception of home plate. If the pitcher fields the ball within 4ft from foul lines, they can tag the runner or base. If the pitcher fields from in field, they have to throw the ball to another player. If the ball is over thrown, players can advance one base and play is dead after a throw attempt for a potential play. We want to implement the game of throwing and catching instead of running and tagging. Example: Player hits to right field with runner at 1st base, Right field fields ball and over throws second base, each runner may attempt to advance one extra base. 
  • Once runners are out, or have reached base safely, the ump will call “time”. 
  • 7 run rule per inning or 3 outs
  • There will be no ties. Game will go to ITB rule, Start extra inning with last out on 2nd

 

 



Draft Rules

Comanche Youth Council Draft Rules

In an effort to keep our teams as even and competitive as possible, we are changing how we do our drafts in all sports.

The head coach will be allowed to choose one assistant coach pre draft.

The head coach and assistant coach may only have 1 protected player each. (Approval needed from board, if more than 1 protected player is requested)

Every coach will draw a number to determine draft order.

We will determine the maximum number of kids per team. Once coaches reach that maximum number of players, they stop drafting.

If the coach has 2 children in the same division, they go together.

Siblings in the same division go together.

If a coach has no child or relative to protect, they will get to pick a player in the first round.

After every coach has an equal number of players, then they will draft, following their draft order by number drawn.

The draft order will go as followed:

1,2,3,4

2,3,4,1

3,4,1,2

4,1,2,3 and so on.

Division groups will be organized by grade or age, depending on sport. If sport is a co-ed sport, division groups will be organized by gender and grade to ensure equal teams.

Nobody will skip rounds due to drawing siblings or a coach having 2 children. The coach will finish drafting sooner because they reach their maximum number of players sooner.

We will continue to evaluate the number of players on each team during drafts to make sure we keep the number of players per team as even as possible during the draft process.

No children allowed at drafts. The head coach is the only one that is allowed to be in the drafting room.

Draft committee may alternate rules to ensure team equality.

PROGRAM OBJECTIVE        

The primary objective of CYC basketball is to provide a safe environment that teaches the youth of our community about leadership, teamwork and good sportsmanship.Our goal is to teach the core fundamentals and rules of the game in a recreational environment.

The volunteer coaches in this program should promote the objective, and emphasize skill development and participation and not winning at all cost.

 

TEAM FORMATION

Age determination is set upon guidelines set forth by Comanche Youth Council.

 

PLAYER ELIGIBILITY 

  1. All players must play in or above their respective grade division.
  2. In no case will a player ever play in a lower division.

Roster size

  1. All rosters will be composed of no less than seven (7) and no more than ten (10) players without  the approval of the board.
  2. Bench personnel will be limited to two (2) coaches. Assistant coaches must be board approved and required to submit a background check.
  3. No scorekeepers, statisticians, or ball persons will be allowed on the team benches.

 

COACH AND SPECTATOR CONDUCT.

  1. Coaches and assistant coaches, and all persons accepting responsibility in the program, must accept and carry out the rules and regulations of the league. They must strive to teach good sportsmanship, good health habits, good citizenship, and exercise the type of personal behavior which will set a good example for our youth. Every safety precaution must be taken. Abuse, embarrassment or intimidation of any player, team, or referee will not be tolerated. Penalty for failing to abide by these standards will be immediate suspension of all coaching duties and responsibilities.
  2. Each team coach is responsible for the conduct of their spectators and team participants..
  3. CYC has zero tolerance for unsportsmanlike conduct by any coach, player or spectator before, during or after a game. This includes but is not limited to: booing, shouting at the officials, exhibiting negative behavior or expressing negative comments, threats, obscene gestures and foul language.

 

LEAGUE RULES

  1. All players must wear the CYC Basketball uniform provided to them with the registration fee.
  2. No jewelry may be worn at any time during a game.
  3. No Zone or Full Court Press Defense will be allowed in the 1st- 4th grade divisions.
  4. No On Ball Screens. (To Encourage Ball Handling and Off Ball Movement and participation.)

 

Ball size

  • 1st-2nd grade will use a 27.5” ball
  • 3rd/4th grade will use a 28.5” ball
  • 5th/6th grade girls will use a 28.5” ball
  • 5th/6th grade boys will use a 29.5 in ball

 

Start of game

  • Each game will start with a jump ball.
  • 1st/2nd grade will begin with the home team inbounding the ball from half court.
  • The alternating possession rule will be in effect after the initial jump ball.

 

Goal Height

  • 1st/2nd grade = 8’ goals (USA Basketball recommendation.)
  • 3rd/4th grade = 9’ goals (USA Basketball recommendation.)
  • 4th-6th grade will use regulation 10’ goals

 

Fouls

  • Each player may only be assessed 5 fouls.

 

Games clock

  • 1st-2nd grade games will consist of two halves with a 16  minute running clock.
  • 3rd-6th grade- Four (4)- 7 minute quarters.
  • 5 minute half time will be observed.
  • The clock will run continuously stopping only for free throws, time outs, injuries and official’s time outs. The clock will stop on every whistle during the last 2 minutes of each half.
  • This rule does not apply if either team is up by 15+ points

 

Time outs

  • Each team is awarded three (3) 1 min timeouts each game

 

Overtime

  • Overtime will be a 3 min set clock starting with a jump ball at center court. One (1) additional time out will be awarded per team in overtime.
  • If tied after the overtime period is over, the first team to score wins.
  • 1st/2nd Grade overtime will be settled with a best of 5 free throw contest between 5 different shooters from each team.
  • If the contest is still tied after shooting, the game will be determined to be a tied contest.

Defense

  • 1st-2nd Grade
  • 1st/2nd grade must be inside the 3 point line at all times.
  • Man to Man Defense played at all times.
  • There will be no “double-teaming” or crowding with the exception that if the offensive player with the ball advances past their defender, another defender may rotate over from their assigned player to provide “help defense”.
  • Defenders must be matched up with their corresponding color. (Sweat Band or Vet Wrap)
  • The visiting team will present their colors first to allow the home team to allocate their colors to their players.Fast-breaks are allowed in the 1st/2nd division. If the athlete who rebounds or steals the ball chooses to fast-break, they may, and the ball is live and can be stolen. If the athlete chooses to hold the ball the referee will signal the defense to get back and get set up allowing offense to bring down the ball.

  • 3rd/4th grade
  • Only man to man defense is allowed.

  • 5th/6th Grade
  • Only man to man defense will be allowed in the first three quarters of play.

  • A full court press defense and or zone defense may be played only during the 4th quarter. If there is a lead of more than 15 points only half court defense may be played.

 

Three point shot

  • A 3 point shot will only be scored in the 5th/6th Grade division. Any basket made from beyond the 3 point line in any other division will only be scored for 2-points.

 

Free Throws 

  • 1st-2nd Grade will shoot free-throws from 10’ from the back board.
  • 3rd-4th Grade will shoot free-throws from 14’ from the back board.
  • 5th-6th Grade will shoot free-throws from the regular 13 free throw line.

 

Lane Violations

  • 1st- 2nd Grade - Lane violations will not be enforced.
  • 3rd/4th Grade - 5 Second lane violation will be enforced after 1 warning from game official(s).
  • 5th/6th Grade - 3 Second lane violation will be enforced after 1 warning from game official(s).

 

Playing time

  • It will be the responsibility of the coach to ensure that each player receives adequate playing time.
  • Exceptions to this rule include:  teams with 9 or more players, injury, illness, fouling out, or disciplinary actions.
  • Players missing practice will not be the sole determination to be considered a disciplinary action. Coaches will still be required to at least meet the minimum required minute total in this circumstance..
  • If any player is not going to play in a game, or play limited minutes, a board member needs to be notified before the game begins.

 

Game Day Procedures

  • Home Team must provide a bookkeeper.
  • Visiting Team must provide a scoreboard operator.
  • NO FOOD OR DRINKS ALLOWED IN THE GYMS. WATER ONLY!

 

Game Play Conduct:

-Game play is not to be halted by any individuals other than the referee(s)/game official(s) and/or coach(es).

-At the discretion of the game officials, any unsportsmanlike conduct will be penalized as deemed necessary.

Harassing or arguing with the referee(s)/game official(s), to include any board of director will not be tolerated. Those found to be in violation will be subject to removal from the facilities.

 

Tie Breaker:

If 2 teams are tied in record, the winner will be determined by

1. Head to Head

2.If teams split in head-to-head games, points against in those games will be used.

3. If teams are still tied, points against in all league games for the teams tied will be used.

 

RESCHEDULE GAMES:

-All game dates and times are subject to change due to unforeseen circumstances. Such cases may include, but are not limited to, bad weather and gym  availability.

-Requests to reschedule games will only be considered if it affects multiple players on one team, and will be at the discretion of the CYC Board of directors.

Soccer Rules

PREGAME CHECK: 

  1. Prior to the game the referee will call the team over to check their shin guards and cleats. The referee will then call for captains who will call a coin toss to determine possession preferences or side preferences. 

  2. Each player must wear the team uniform - jersey, shorts, socks, and shin guards. (Shin guards must be completely covered by uniform socks). Uniforms-shirts should be tucked into their shorts, cleats tied tightly in double knots (to prevent unties) 

  3. Gym shoes or soft-cleated soccer shoes can be worn. 

  4. NO jewelry (earrings, necklaces, bracelets), metal or plastic hair clips are allowed on the playing field. Band-Aids or tape to cover earrings is not allowed. 


GAME SPECIFICS: 

Ball size: 

3 yo - #3 

PreK/Kinder - #3 

1st/2nd  - #3 

2nd/3rd - #4 

5th-7th  - #4 


PLAY TIME: 

  • 3 yo will play 10 minutes per half

  • PreK/Kinder will play 12 minutes per half

  • 1st/2nd will play 15-minutes per half 

  • 3rd/4th will play 20-minutes per half 

  • 5th-7th will play 25-minutes per half 


NUMBER OF PLAYERS ON FIELD: 

  • 3 yo - 4v4 no goalie 

  • PreK/Kinder - 4v4 no goalie 

  • 1st/2nd - 7v7 

  • 3rd/4th - 8v8 

  • 5th-7th - 9v9 

*** All players shall receive playing time. 

***Where time permits, the referee should explain all infractions to the offending player. 


1st - 7th: 

  • No coaches or parents are allowed on the field or at the ends of the field where the goals are located. They must stay on the sidelines. All spectators must sit 2-3 feet back from the sidelines to allow room for coaches to coach from the sidelines.

  • Slide tackles are not permitted. 

  • No intentional head balls. If an intentional head ball occurs, the opposing team is granted an indirect kick from the spot of the foul. 

  • The game starts with a kick-off in the center of the field. Team with possession must serve the ball, the serving player may not touch the ball again before anyone else has touched it. In doing so, will result in an infraction giving the opposing team an indirect free kick.  Opposing team must stay out of the center circle until the ball is kicked. 

  • When a goal is scored, the game is re-started with a kick off by the non-scoring team from the center of the field in the same process as the starting kick-off. 

  • After the goalie has made a save, she/he may re-enter the ball by punting, drop kicking or throwing the ball. 


5th-7th: 

  • The goalie may not pick a ball up that has been intentionally passed back to him/her from a teammate, the goalie must play it back without using his hands. In doing so this will be considered a handball and will result in an infraction. 

    • In the event of this infraction, the opposing team will receive an indirect kick from the spot of the foul. The ball must be touched by one other player before a goal can be made.

  • Each team shall change goals at the start of the second half. 


OFF SIDES: No off-sides on throw-ins.

  • 3 yo & PreK/Kinder: There will be no offside violations. 

  • 1st - 7th: Offside violations will occur after mid field. 


SUBSTITUTIONS ARE UNLIMITED. 

***Permission must be awarded by the referee before any substitutions. 

  • 3 yo & PreK/Kinder: Substitutions can be at stoppage or on the fly. Player(s) leaving the field must be completely off before a substitute can enter the field. 

  • 1st - 7th: Substitutions at throw-in may be made if you are the team in possession. At any goal kick or any re-start kick either team can sub. 


DIRECT OR INDIRECT FREE KICKS: 

  • 3 yr & PreK/KInder: On all free or indirect free kicks, opponents shall be 5 yards away. 

  • 1st/2nd all free or indirect free kicks opponents must be 6 yards away

  • 3rd/4th all free or indirect free kicks opponents must be 7 yards away 

  • 5th-7th all free or indirect free kicks opponents must be 8 yards away


OUT OF BOUNDS: 

  • 3 yr & PreK/Kinder: Balls that go out of bounds will be kicked back into play (No throw-ins) The team that did not kick the ball out re-enters the ball with an indirect kick from the spot it went out. 

  • 1st-7th: The team that did not kick the ball out re-enters the ball with a throw-in which must be 2- handed, go straight back over the player’s head while their feet remain on the ground until the ball is released. No off-sides on throw-ins.

**1st/2nd is allowed a second throw in upon instruction of the referee. If done incorrectly.


END OUT OF BOUNDS: 

For all ages, when the defensive team kicks the ball out of their own end, the offensive team re-enters the ball with a corner kick kicked from one of the corners (where the flag is – if present). If the offensive team kicks it out the opposition’s end, the defensive team re-enters the ball with a goal kick that is placed at the goal line. 


METHOD OF SCORING: 

  • 3 yr - 7th: Method of scoring will conform to FIFA rules. NO heading. 

  • 3 yr - Kindergarten: A goal cannot be scored until the ball has been played /touched by a second player on either team when kicked back in. 


RULES OF PLAY FOR 3 YO - KINDERGARTEN:

  • Mandatory Positioning– In keeping with the spirit of the game, defenders must move up and down the field with the flow of play. The intent is to keep teams from “parking” a player(s) in their own defensive end, regardless of ball location, to act as a goalkeeper or sweeper. For an infraction of this rule, the offending team will be warned with a maximum of one warning per team per half. For the second infraction by a team in a half, the ball will be awarded to the opposing team at midfield. 


CONDUCT:

  • Game play is not to be halted by any individuals other than the referee(s)/game official(s) and/or coach(es).

  • At the discretion of the game officials, any unsportsmanlike conduct will be penalized as deemed necessary.
