BY-LAWS
OF THE
MONTGOMERY SOCCER CLUB (MSC)
By-Law 1 – Duties of Officers and Direcrtors
Section 1 - The Duties of the President shall be:
1. To preside at all Board of Directors meetings.
2. To appoint such committees as may be required for the proper operation of the Club, subject of the approval of the Board of Directors.
3. To nominate individuals to fill vacancies in any of the offices of MSC.
4. To represent MSC at meeting of TYSA and STYSA.
5. To represent MSC at public functions requiring MSC attendance.
6. To present an annual report on the operation and condition of the /club at the March meeting of MSC.
Section 2 – The duties of Past-President shall be:
1. Consulting with the President on his duties and responsibilities.
2. A member of the Discipline & Protest Committee.
3. To Represent the President in his absence at designated TYSA meetings.
Section 3 – The duties of Vice-President shall be:
1. To act in the absence of the President with the same powers and authorities.
2. To supervise the external activities of MSC related to publicity, awards, tournaments, camps, and any other external activities in which MSC may participate.
3. To appoint members to assist as needed in the above activities.
4. To be a representative of MSC at the meeting of TYSA and or STYSA.
5. To organize and serve as Chairman of the Discipline and Protest Committee.
6. To perform other such duties s assigned by MSC.
Section 4 – The Duties of the Secretary shall be:
1. Responsible for recording and publishing suitable minutes of all meeting of MSC one week prior to the next regular meeting.
2. To keep a complete and up-to-date list of all Board Members, their addressed and phone numbers and provide copies to each Board Member.
3. Responsible for submitting an agenda prior to each scheduled meetings
4. Responsible for maintaining records of the MSC.
5. Shall perform other duties as assigned by MSC.
Section 5 – The duties of Registrar shall be:
1. To represent MSC in matters of registration and tem formastion with the South Texas Soccer Association (STYSA) and Timberline Youth Soccer Association (TYSA).
2. To organize a coordinated registration procedure and forms for all members.
3. To rregister all member players with appropriate local and state organizationms.
4. To organize and supervise a coordinated tem formation policy and procedures.
5. To perform other such duties as may be assigned by MSC.
Section 6 - The duties of the Treasurer shall be:
1. To study and keep current the financial sttus of the MSC club.
2. To maintain all checking and savings accouts and sign all checks for expenditures.
3. Submit all pertinent tax documents to STYSA, TYSA and MSC.
Section 7 – The duties of the Director of Referees’ shall be:
1. To workS with MSC to coordinate a program to recruit and train the necessary referees to officiate MSC sanctioned play.
2. To determine, in cooperation with the President and with the approval of the Board of Directors, the financial requirements of MSC.
3. To develop a system in cooperation with the schedulers of TYSA and MSC to assure that referees are properly scheduled to officiate all TYSA scheduled play.
4. To develop, in cooperation with the coaches, a communication system between referees and coaches allowing rapid communication of necessary information.
5. To represent MSC on the Board of Directors of TSRA.
6. To perform other such duties as may be assigned by MSC.
Section 8 – The duties of the Director of Competitive Coaches shall be:
1. To develop and administer a program to recruit the necessary Competitive coaches for the teams of MSC.
2. To develop and administer the training of MSC coaches.
3. To develop a communication system which will allow rapid communication of necessary information to all Competitive coaches of MSC.
4. To schedule training sessions for recreational teams.
5. To schedule and coordinate tryouts for competitive teams.
Section 9 – The duties of the Director of Recreational coaches shall be:
1. To develop and administer a program to recruit the necessary recreational coaches teams of MSC.
2. To develop a communication system which will allow rapid communication of necessary information to all Recreational coaches of MSC?
3. To develop and administer the training of MSC coaches.
4. To schedule training secessions for recreational teams.
Section 10 – The duties of the Director of Fields shall be:
1. To provide for the preparation, laying-out, development and maintenance of MSC soccer fields.
2. To arrange, cause to be made, develop, or purchase all necessary goals for the fiels of MSC.
3. To determine suitability of field for safe play.
4. To coordinate with TYSA, EDSA and other scheduling entitles field availability.
Section 11. – The duties of Director of Special Projects shall be:
1. To coordinate solicitation of sponsorships.
2. To solicit corporation sponsorships where appropriate.
3. To provide the Board Members with a detailed report indication the sponsor names and addresses and the teams and coaches sponsored.
4. To develop a program to assure that the sponsors are provided, with the approval of the Board of Directors, with suitable mementos and letters of thanks for Sponsoring MSC.
5. To develop promotional programs to generated supplemental funds.
6. Is responsible for coordination of the following team pictures, field marshals’, uniforms and fundraisers.
By-Law II – Committees
Section 1. Discipline Committee
1. Investigate all formal complaints of member clubs. Directors or Officers activates which are not in accord with TYSA’s purpose and objectives as set forth in this constitution. Present its findings and recommendations to the Board.
2. Make the final ruling on all game forfeits.
3. Make he finale ruling on all game protests. Where player or coach suspensions or a fine is involved, Committee may approve an appeal to the Board of Directors.
4. Settle all disputes between member clubs.
Section 2. Scheduler Committee
1. Schedule all pre-season, regular session, and post-session play for MSC inter-club games and playoffs.
2. Coordinate scheduling and field use for inters/inter club games with member clubs.
3. Schedule make-up games and replays of disputed games for interclub play.
4. Coordinate activities with member clubs and the Director of Referees.
5. Determine which school/community activities and acceptable to cause a schedule change.
Section 3. Team Formation Committee
1. Develop appropriate intra and inter club tem formation procedures and rules in accordance with USSF, USYSA, recommendations and requirements.
2. Review and make recommendations to the MSC Board on all exceptions to the team formation guidelines requested by member clubs.
3. Publish and update team formation policy and procedures on timely manner.
By-Law III – Audit
The Board of Directors shall arrange for an independent audit of MSC books and funds at least every two years.
By-Law IV – Requirements for Teams
Section 1. Agreement to abide by TYSA Rules and Regulations: Each team shall agree to abide by TYSA rules and regulations in effect or as subsequently adopted by TYSA.
Section 2. Team Participation: Our Club shall strive to field teams in all divisions of play, both boys and girls soccer.

By-Law V – Functions of MSC
Section 1. Registration of Players: MSC is responsible for recruiting and registering players and forming them into teams of equal strengths with responsible coaches. Such registration and team formation shall adhere to TYSA rules and By-Laws. The clubs, in turn, shall register players and teams with TYSA and player shall not be eligible for competition until such registration with TYSA has taken place.
Section 2. Fees for Players: MSC shall establish its own schedule of fees for its players.
Section 3. Playing fields and equipment: MSC is responsible for providing and maintaining sufficient playing fields of the required size to support home tea scheduling for its won teams CYSL is responsible for marking of the fields to meet TYSA’s standards.
Section 4. Conduct of Players: MSC is expected to maintain and promote good sportsmanship and good conduct at its games. Where possible, the club should designate spectator areas for games such that teams, coaches and parents are able to occupy opposite sides of the field.
Section 5. Uniform and Person Equipment: MSC shall make sure that teams are in minimum uniform as specified by TYSA.
Section 6. Promotion, Sponsorship and Fund Raising Projects: MSC may engage in promotions, solicit, sponsorship for teams and conduct fund raising projects. Promotions and fund raising projects should be approved by MSC to avoid conflicts with other teams and allow coordination.
Section 7. Referees: MSC will maintain a referee pool to referee all games at MSC fields.
By-Law VI – Metting of MSC
Section 1. It shall be purposed of MSC meetings to attend to business that affects the majority of participants and the operation of the soccer program during the seasons will be given priority. All other business that cannot be handled during a reasonable time frame (i.e. 2 hours) shall be postponed until the next scheduled meeting or handled at a special meeting.
By-Law VII – Rules of Youth Soccer Competition
Rule 1. Inclement Weather Procedures: All teams are required to show up for all scheduled games. (Regular or make-up) at the assigned field and assigned time scheduled unless notified prior to the game through the MSC or TYSA communication system. Where all MSC games are postponed because of inclement weather, they will be made up on the rain dates.
Rule 2. Player Uniforms: Uniforms for payers are mandatory and the uniforms shall consist of a numbered jersey, shorts and knee socks. Shoes must be worn by all players. Shin guards are required.
Players may wear warm clothing in cold weather provided they wear there jersey on the outside. Team jerseys shall contrast with opposing teams’ jerseys’ and both shall be distinguishable from the referee’s uniform. The goalkeeper shall wear colors which distinguish him from the other players and for the referees.
Each jersey with the exception of the goalkeeper’s must be numbered and each player shall wear the same number throughout the game.
In the event that the playing teams do not have contrasting colors (as determined by the referee). The home team shall be required to change. T-shirts over the numbered jerseys’ are acceptable. Failure to change shall result in forfeiture of the game by the home tem.
Rule 3. Minimum Play: MSC required 50% of participation in each game by each eligible player. If an eligible player is present at the game and ready to play, yet does not participate in the game at all or does not play the required minimum amount, that game is subject to forfeiture.
If a player arrived at the playing field ready to play after the start of the game, he may enter the game with the referee’s permission during a stoppage in play and only after being inspected by the referee. Referees should attempt to allow these players to enter the game at their earliest convenience.
Any player who is either not playing or playing less than the required minimum for disciplinary, medical or other reason must be identified as such on the form and brought to the attention of the opposing coach and referee. No child may be denied playing time for disciplinary reasons with out the parents being informed prior to the disciplinary action taking place.
Rule 4. Games Forfeites: Any of the following may result in a forfeiture of the game by a 3 -0 score.
1. Fielding and ineligible or suspended player. An ineligible player is one who is not properly registered with MSC to play on the particular team “Fielding” is defined as a player dressed and ready to play.
2. A suspended coach appearing at the game to coach his team is defined as any interaction with the team prior to, during or after he game.
3. Failure to field a team with a minimum number of players within 15 minutes of the scheduled starting time of the game according to the referees’ watch.
4. Failure to play an eligible player the minim playing time.
5. A coach or other responsible adult not present with the team during completion or fault to show up within 15 minutes of the scheduled staring time of the game.
6. Falsification of a game report for or player identification.
Forfeiture is sad game may occur at any time before the end of the season and may be brought to the attention of the club D & P committee by an reasonable individual.
