Player Draft Policy

Background:

The purpose behind this policy is to define the procedures on how various divisions will select players for the upcoming soccer season.

Scope:

This policy will cover the event and method, which selected Head Coaches, will obtain players for their teams.

Policy:

In order to run a successful Player Draft Event, the following policy will cover:

  • The phases of the draft
  • The draft selection procedures
  • Player card layout
  • Player exceptions
  • Trade and Barter under gentleman’s agreement procedure
  • Post draft changes

Each area will defined under the process section of this policy.

Process:

The Phases of the Draft

The Draft is broken into three distinct phases:

1)Beginning of Head coach turn

2)Resolution phase

3)Acceptance phase

4)End phase

Draft Selection Procedures

Setting up the Draft – Draft will begin once all coaches are at the table ready for selection; the process will not be permitted to begin until each coach is present.Coaches may permit someone to run the draft in their place.

The table will be set up to have an equal number of chairs per coach and one extra for a league attendant (Officer or director), this seat will only ever be occupied for two reasons:

1)Begin selection

2)Resolve dispute

Each coach will have two blank roster forms place in front of him or her, one is a copy for the Head Coach and the other is for the league.In the center of the table will be two brown paper bags, one for male and one for female.Each team must try its best to match the gender ratio as possible.

To start the selection, the league attendant will give a number to the person on their left and count the number of coaches at the table.They will then roll a six-sided die to determine who will begin

2 coaches – 1 = low, 2 = high

3 coaches – 1 = 1-2, 2 = 3-4, 3 = 5-6

4 coaches – 1= 1, 2 = 2, 3 = 3, 4 = 4, Re-roll = 5,6

5 coaches – Same as 4 coaches but Re-roll 6 only

6 coaches – number

7+ coaches – tbd (never happened yet for a division).

Regarding having one coach per division, attendance is not required and their roster can be sent to them right away.

After number is determined and the die roll is made, winner draws first and will continue in a clockwise motion.

Before the drawing can begin all cell phones, need to be turned off.NO ASSISTANT COACHES, TEAM MOM’S, SPOUSES, ETC. CAN SIT OR BE NEAR THE TABLE.

For the first turn, it is assumed that each Head Coach will pick their child.If a head coach has an assistant and/or team mom, they are guaranteed their child.For each additional position, the coach will miss a turn to draw from the bag.

Beginning Phase – When a Head Coach is eligible to draw from a bag they must look at the roster and check the ratio of boy vs. girls.Whichever gender is less, the coach must select from that bag (example: Less girls than boys, they select from the girls bag).If the genders are equal at the point in time of selection, it is of the Head Coach’s discretion on which bag to choose.

Resolution Phase – Once a player is drawn they cannot be placed back, they must be put on a team.The Head Coach will look over the name and review the special notes and consideration to see if they are eligible to be placed on their team.To review the specific criteria, please refer to the Player Exceptionsection.If the child selected is not placed on their team due to notes or otherwise, the Head Coach will draw again until the child may be placed.

Player Acceptance – Once a child is agreed to be placed on the Head Coach’s team, this will be treated as accepted and the Head Coach will write the information down on the roster form presented during setup.

End Phase – Once the roster is copied with the Child’s name, the Head Coach ends their turn and then the next coach in the clockwise order starts theirBeginning Phase.

Player Card Layout




Name – Name of ChildPreference – If there is a Coach this person would prefer to be with.

Not Available – Days not available for practice

Notes: Any other considerations (Example: Must be placed on the same team as brother).

Black Dot – If this appears, it indicates League Attendant is required.

Player Exceptions

In order for a Head Coach to move from the Resolution Phase to the Acceptance Phase three items must be considered:

-Preferred Coach appears

-Practice requirements do not match Head Coach

-Notes

-Black Dot

Preferred Coach appears

Prior to the beginning of the draft, each coach will be supplied an envelope with the list of kids who preference them, it will allow coaches to evaluate who has sought them out.Coaches are still responsible for keeping teams balanced so to accommodate for even skills and gender.

If a preferred coach appears on the selected child, the Head Coach must immediately offer the child to the preferred coach.If the preferred coach accepts this child they will miss their turn in the round and the Drawing head coach will redraw.If the preferred coach refuses the preference, the head coach can accept the player.

Practice requirements do not match Head Coach

If a selection is not compatible to practices, the head coach plans to practice, and preference blank or not accepted, the Head Coach MAY offer the player to another head coach.If offered and accepted by another coach, the Head Coach may redraw.The selection must be put on a team prior to moving into the next phase.

NOTE: Coach may take the player but must accept that if parents insist to move due to availability they may end up losing the player and may run into the possibility of not filling the missing roster slot.

Notes:Other factors need to be considered when selecting children, for example if one child is selected and they want their child on the same team, you will need to take both children.This would mean Head Coach would miss their next turn.If there are no conditions that allow the coach to offer up the selection, they MUST TAKE THE SELECTION.All other notes should follow a common sense of thought.If there is a dispute, the League attendant will resolve it.

Black Dot: These represent that the selection drawn has a confidential not attached.If the head coach draws a selection with a black dot, they need to call over the League attendant.The League attendant will not divulge the information but will tell the Head Coach either to proceed with accepting the selection or Re-Draw.

Trade or Barter under the gentleman’s agreement procedure.

After all children are selected, all coaches are able to discuss if there are any last minute switches that they would like to do, this is a general and civil discussion if a coach really wishes to have one child and be willing to trade with another.

Any agreements must be accepted by both parties and witnessed by the league attendant prior to finishing the accord.

The trading coaches will then update their rosters by crossing out the name on the sheet and replacing it with the traded at the bottom of the roster sheet.

Any disputes will not be considered a gentleman’s agreement and both coaches will forfeit their right to barter if an argument occurs.

Once all gentleman’s agreements are concluded, coaches are permitted to contact their parents to begin to manage their team.If anyone is caught, communicating to parents from the outside before selection is completed, it will be considered cheating and that coach will be removed as Head coach.

Post Draft Changes

There may be times in which parents need to change teams for various reasons, the only time this will occur is when it is brought up to the League President directly and approved by the Board of Directors.No two coaches can trade players without prior authorization from both sets of parents and the Board of Directors.

No further changes will be made once practice begins unless a special vote takes place to make an exception.

Roles and Responsibilities:

President – Responsible for ensuring the draft takes place and resolve any matters of dispute.

Board of Directors – Approves of any changes as need or as necessary.

League Attendant – Person allocated to preside over the draft to ensure successful outcome, resolve disputes in the name of TSC and make sure that coaches are abiding by this policy.
