All Little League Intermediate (50-70), Junior League and Senior League Division inter-league games will be played in accordance with the 2025 Little League Rule Book, along with these inter-league rules.


  1. League Ages: 

    1. Intermediate:  Players league age 11 -13 in the 2025 spring season are eligible to participate fully.

    2. Juniors:  Players league age 12–14 in the 2025 spring season are eligible to participate fully. 15-year-olds may participate in Junior League Division play for the regular season only if the player’s league does not have a Senior League Division team.  Caveat:  The player’s skill level is assessed appropriate for that division and the league does not have a Senior League Division team. 15-year-olds are prohibited from pitching in the Junior Division.

  1. Forfeits and Cancellations:

    1. If a team is unable to play a scheduled game, the manager shall notify the opposing manager or the league player representative (if the manager cannot be reached) and the district representative no later than 24 hours prior to game time.

    2. If a game is canceled due to weather or after proper notification, the game may be rescheduled. When both teams agree on a date, the leagues’ player reps must confirm field and umpire availability.

    3. Forfeited games will not be rescheduled.

  2. Field Prep and Cleanup. Both teams are responsible for grooming and preparing the field for play, as well as grooming and cleanup after the game. Home team to lead in set up and visitors to lead in break down.

  3. Game Length. No new inning will begin after two hours from the actual start of the game. Start time of regular season games shall be time indicated on the schedule.  No new inning may begin after 9:00 PM. Games may end in a tie if the time limit has been exceeded.

  4. Mercy Rule: If after four (4) innings—three and one-half innings if the home team is ahead—one team has a lead of fifteen (15) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.  If after five (5) innings—four and one-half innings if the home team is ahead—one team has a lead of ten (10) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.  If after six (6) innings—five and one-half innings if the home team is ahead—one team has a lead of eight (8) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.

Notes: (1) If the visiting team has a lead of fifteen (15) or ten (10) or eight (8) runs or more respectively, the home team must bat in its half of the inning.
(2) A game determined by the 15-run rule, shall be considered a regulation game.

  1. Baseballs: Each team shall supply four new baseballs for each game. 

    1. Baseballs used for Intermediate (50-70) play must be stamped “Little League RS or RST.” 

    2. Baseballs used for Junior and Senior League play must be stamped “Senior Little League RS or RST.”

  2. Umpires: The home team will provide both the plate and base umpires for the game. It is recommended that at least two umpires be assigned for each game. One qualified plate umpire must be assigned for each game. The plate umpire shall stand behind the catcher (see Rule 9.04(a)). If no umpire is arranged by the home team, the home team coach staff is responsible for umpiring the game.  Coach will stand behind the pitcher to call plays.

  3. Little League Decorum:  Recitation of the United States Pledge of Allegiance, Little League Pledge, and the Parent/Volunteer Pledge are required prior to the start of each game. 

  4. Regulation XIV- Field Decorum: The actions of players, managers, coaches, umpires, and league officials must be above reproach. Any player, manager, coach, umpire or league representative who is involved in a verbal or physical altercation, or an incident of unsportsmanlike conduct, at the game site or any other Little League activity, is subject to disciplinary action by the Local League Board of Directors and/or by the District.

    1. Anyone who has disciplinary action pending will not be allowed to participate in any game until such disciplinary action is resolved.

    2. Any player, manager or coach ejected from a game will be suspended for the next physically played game. The district may require further suspension to include any manager or coach who participates in another level/league.

  5. Protests: Refer to Rule 4.19 in the 2024 Little League Baseball Rulebook. Any protest must be submitted in writing by the protesting manager to the District Representative within 24 hours.

  6. Scorekeeper(s): Each team is required to have a scorekeeper at each game. The home team scorekeeper will be the official scorekeeper, and the visiting team scorekeeper is the spotter. Both scorekeepers should sit together off to the side or directly behind home plate. They should not sit in the stands. The home scorekeeper is responsible for the official pitch count.

Note— The scorekeeper is a game official; contact with managers and coaches should be limited to their official capacity.

  1. Roster: All players must be listed on the lineup card, even if they are absent. Players must be listed on the lineup card in this format: Last name, first name or initial, position and uniform number. Rule 4.01 Note 2: Rostered players who arrive at the game site after a game begins may be inserted in the lineup if the manager so chooses. This applies even when a suspended game is resumed at a later date.

  2. Substitute (“Borrowed”) Players: Games may begin/end with eight (8) players on each team.  If a team cannot field nine players, a player(s) from the opposing team may play defensively for the opposing team but may only play in the outfield. The borrowed player(s) must bat for their own team in the spot designated on the line-up card.  If used, team(s) will be charged an out for the ninth (9th) position (Rule 4.16 & 4.17 respectively).

  3. Pool Players:  All criteria of Regulation V (c) must be met with the following exceptions; Pool players are not allowed to play the position of pitcher, catcher, nor any infield position for more than two innings during the game. Pool Players will wear their team’s Regular Season uniform, bat in any position in the lineup. Pool Players may be used only in cases where a team cannot field nine (9) players for a game and no team may employ more Pool Players than is required to field a team of nine (9) players.

  4. Batting Order: Continuous batting is mandatory throughout the inter-league season. All absent players must be listed at the bottom of the line-up card and designated as absent. Players unable to continue while on a base will be replaced by the last out recorded; while at bat, the next batter in line-up will assume count.

  5. Courtesy Runner: Each team may use a “courtesy runner” for the catcher and/or pitcher of record when there are two (2) outs.  See Little League Rule 7.14(b).

  6. Pitching: Pitching rest requirements will be based upon the 2025 Little League Rule Book. A completed pitching affidavit must be carried by each team to every game; it is the sole responsibility of the team manager to maintain the affidavit. The affidavit must be signed by the home scorekeeper after every game. If a completed pitching affidavit is not provided prior to the start of the game to the umpire-in-chief or home scorekeeper, the game will be suspended, and the manager will be subject to disciplinary action by the league or district.

Note: (1) Under no circumstance shall a pitcher pitch on three (3) consecutive days.
(2) League Age 15-year-old players may not pitch or catch

  1. Batter: Batters must keep one foot in the batter’s box during their at-bat. See Rule 6.02(c) for details and exceptions.

  2. Ejection Procedures.  All ejections will be documented on a District 33 Ejection Report.  The Ejection Report will be transmitted to the parties listed below via email within 24 hours of ejection.

      1. Concussion and Head Injury and Sudden Cardiac Arrest Prevention—

        1. California law requires that all coaches and administrators must complete an online concussion and head injury and sudden cardiac arrest prevention education at least once before supervising youth athletes; certificates for concussion and head injury, and sudden cardiac arrest prevention from a prior season is valid for this season.  Team binder must contain certificates for all coaches and the manager

  1. Little League Abuse Awareness Training – Annual Certification Required: To comply with “Protecting Young Victims from Sexual Abuse and SafeSport Authorization Act of 2017” (SafeSport Act), all adult volunteers (e.g., coaches, managers, league officials, umpires, team parents) must complete the Abuse Awareness Training provided by Little League. Team binder must contain certificates for all coaches and the manager. All other adult volunteers (e.g., umpires, league officials) must carry the certificate of completion.  For free online training:

  1. Little League Diamond Leader Training Program:  Managers and coaches must complete Little League Diamond Leader Training Program to be eligible for selection to manage or coach a team in a tournament (Tournament of Champions, for example).  Certificates of completion for each team’s staff shall be placed in the team binder.

  1. Player Document Requirements:

    1. Medical Releases: All managers must have in their possession an original, signed medical release for each player on the team roster. Umpires and Tournament Officials will be checking for medical releases.

    2. Parent Code of Conduct: A parent code of conduct must be signed by each parent and carried with the players’ medical releases. The conduct of the team and the parents must be above reproach. Failure of a player, parent, or team to act according to the parent code of conduct or its intent will be cause for removal of the player, parent, coach, or team for the remainder of the season.

    3. Concussion and Head Injury and Sudden Cardiac Arrest Information Sheet must be signed by the athlete and the athlete’s parent/guardian before the athlete initiates practice or competition on an annual basis. The signed sheets must be carried with the player’s medical release and code of conduct form.

  1. Regulation III(a): The league shall, at least 10 days prior to the first regular game, establish the number of players on each team. No team may have more than 15 players nor less than 9. EXCEPTION: A league may roster up to 20 players if fielding only one regular season team.
