Wallen Slow Pitch Softball League

The league will follow Slow-Pitch Softball USSSA unless listed below.

All players must be registered and paid to play in the league

Divisions Cutoff date as of 12/31 (December 31st) 

 

  1. Age Limits

Divisions

Rookie - 9 thru 11 years of age/3rd thru 5th grade 

Rising Stars - 12 thru 14 years of age/6th thru 8th grade

Hall of Fame - 15 thru 19 years of age/9th thru 12th grade

Special 

  1. Boys' eligibility and placing must be board approved or commissioner of the league.

  2. Any player can play in higher age classification but must be board approved or commissioner of the league.

  3. Subbing from lower division is allowed, but those players may not play the infield and must bat at bottom of orde

  4. Playing Field

  1. The distance between bases is 60 feet for all divisions. Only exception 55 feet may be used for the Rookie Division.

  2. Pitching distances are as follows for each division

Apex of home plate to front edge of pitching rubber

Rookie-40 feet

Rising Stars & Hall Fame is 50 feet 

  1. Field may be of any surface—Turf/Grass/Dirt

  2. Outfield fencing

Rookie 145-165 feet

Rising Stars 165-220 feet

Hall of Fame 195-220 feet 

  1. Home team is always 3rd base side

Visitor team is always 1st base side

  1. Strike Mat or Painted rectangle will be used to determine ball or strike on a swing.

Placed at the apex of home plate extending behind home plate and laid as longer sides extend backwards and one short end will be placed at the apex.

  1. Safety base.  A safety base may or may not be used at first base in all divisions.  The safety base should be outside of the normal positioning of the first base that is in fair territory.  It may be all white or may be of another color.  (Traditionally Orange) batters that hit the ball and run to first base have to touch the safety base, unless to avoid collision of the defensive player.   If a batted ball hits the base that is in fair territory will be called fair.  If it hits the base that is not in the field of play will be called a foul ball.  The safety base is only used for balls put in play for runners to touch.   Any runner returning to first base after they have already occupied the base.  So, if returning back from overrunning first on foul base they have to return to the base that is in fair territory.

 

  1. Equipment

Balls- Rookie division will use 11” and all other division will use 12” ball

Bats- Should contain either ASA or USSSA Certification marks. 

         Any bat that doesn’t meet standards may result in ejection followed by a suspension.

No Spikes-only plastic cleats and tennis shoes if desired.

Helmets-are required for all batters and base runners when in the warmup circle/batter's box and on the base and to and from each base.

Mask---are not required, but recommended especially for infielders

              Catchers must have gear on.

Uniforms—Each organized team will get a uniform or shirt with logo and number part of registration.

  1. Players and Substitutions

  1. All players must always appear in the batting lineup.

  2. A team can play a maximum of 5 outfielders at a time in Rookie division Rising and the Hall of Fame can play 4 outfielders at a time. (Consistent with tournament) No player will be allowed to sit out a second inning until all players have sat out 1 inning, and then 2 innings, and then 3 innings, etc. The same players should not be benched all the time. c. The minimum number of players required to begin or continue a game is 8. A grace period of 10 minutes from the scheduled start time will be permitted. A team not able to field 8 eligible players will forfeit the game. Coaches can choose to play by mutual consent, but the forfeit will stand.

  3. If a substitute is used and the original player arrives late, then the new player goes to the bottom of the order and the substitute will still be allowed to play.

  4. If a player is injured, gets sick or has to leave a game due to extenuating circumstances, her absence in the batting order will not be an automatic out. An injured or sick player cannot play offensively or defensively. The opposing coach must be immediately informed of any change in a player’s participation.

  1. The Game

  1. A regulation game shall consist of the following number of innings for each division as

  1. Rookie - 5 innings or 1 hour finish inning

  2. Rising Stars -6 innings or 1 hour and finish inning 

  3. Hall of Fame – 7 innings or 1 hour and 15 mins.  and finish inning

  4. Game can finish in a tie if after 1 hour is completed

  5. A game called (due to weather, etc.) during regular season play which cannot be resumed that night, may be regulation if three or more innings are completed. If not 3 innings, then the game will be rescheduled and the game completely over. 

  6. Runs allowed per half inning for a team in Rookie division is 6 runs in Rising Stars and Hall of Fame max of 9 runs per half inning.

  7. No stealing allowed

  8. No lead offs

  9. Pitchers must pitch from the rubber meaning foot must be touching when ball is delivered

  10. The pitch must be released from underhand motion.

  11. The pitch ball must have an arc of a length of min. of 5 feet off the ground and no higher than 10-foot height at the top of the arc.

 

  1.  Illegal pitches are as follows:

  1. A. Any pitched ball that does not conform to all requirements of a fairly delivered pitched ball. 

  2. All pitches made by the pitcher when not conforming to pitching restrictions. 

  3. Delivering a pitch from other than the pitcher’s plate and pitcher’s position. 

  4. A quick-return pitch. 

  5. The pitcher failed to face home plate on delivery of the pitch.

Any of the above violations will be declared a ball by the umpire.  However, if the batter bats the ball, then the play will continue.

  IF Illegal pitcher’s actions include:

  1. Holding the ball by the pitcher longer than 10 seconds.

  2. Throwing the ball by the pitcher to any fielder, unless making a preliminary warm-up pitch or making an effort to complete an appeal play, or while the ball is dead.

Any of the above 2 instances occur Umpire will indicate dead ball and award a ball to the batter.

Batter 

If a batter has 2 strikes on them and they foul it off, they will be recorded as an OUT.

6. Run Rules are as follows

a. 15 runs after 4 innings

  b. 12 runs after 5 innings

 

7. The Wallen Executive board may make rule changes if needed in the course of the season.
